POSITION TITLE: HUMAN RESOURCES GENERALIST

Reports to: EXECUTIVE DIRECTOR

SUMMARY:

This position is responsible for strategically managing a progressive generalist Human Resources function that ensures partnered support with management team members and employees while meeting and driving the Organization’s Mission, Vision, Values and overall business goals.

The purpose of this position is administering, coordinating and evaluating the personnel program for the Agency. Duties and responsibilities include assisting with personnel policy development, implementing and administering the Agency’s personnel program including recruiting, selection and placement, position classification and pay, employee evaluations and relations includes offering support to staff.

SPECIFIC RESPONSIBILITIES:

·  Provide strategic HR leadership in areas of talent management, professional development, recruiting, employee relations, organizational change and performance management.

·  Facilitate communication and respect throughout organization. Identify areas of development and offer various alternatives/resources/training that can improve knowledge, skills and abilities across the nine county agency. Develop and lead on-site training opportunities as well as researching external options for management skills and knowledge development. Develop and implement tracking system to document staff training, including working with management staff to develop, implement and monitor the annual T&TA plan.

·  Lead agency recruiting efforts including developing/revising/reviewing job descriptions, interviewing, background screening and selection process.Manage both internal and external posting and talent identification process. Responsible for planning and overseeing new hire orientation that will foster a positive attitude towards Agency’s goals. Responsible to meet with new hires to provide overview of Agency’s policies and procedures. Ensure selection compliance and reporting and prepare annual EEOC-1 report.

·  Manage employee relations and provide support to both management and employees as performance issues arise. Foster open communication between employees and management through open door practices and in-person meetings. Provide ongoing support and resources to Management team and help facilitate resolution.Identify and escalate potential legal or ethical issues to Executive Director and/or outside counsel if needed.

·  Conduct ongoing review of salary scale, position descriptions and payroll administration to ensure consistency and effectiveness. Within budgeting parameters, modify or develop compensation programs to drive performance success and competitive wage rates. Perform local area compensation surveys as needed and as required by funding sources.

·  Oversee timely Performance Management processes including annual performance assessments, ongoing coaching/counseling and corrective action processes. Partner with management on all staffing issues, including disciplinary, terminations, reductions in force and organizational restructuring.

·  Research, negotiate and plan strategic employee benefit programs. Meet all expected compliance requirements through DOL, ERISA as they relate to Form 5500, Schedule D Notification, Plan Summary Notification etc. Maintain all employee benefit records. Assure thorough Benefit Administration including assuring that all employee insurance coverage applications and documentation (Health, Dental, Life, etc.) is submitted and that all Insurance billings are correct. Maintain retirement records, assure timely deposits, and submit required reports and updates to Kentucky Retirement System.

·  Implement effective Worker’s Compensation program including active restrictive duty program, ongoing claim documentation tracking, proactive claims management, and required reporting. Identify potential areas of liability and partner with management to offer alternative solutions. Complete annual external W.C. audit, contract negotiation and renewal.

·  Manage agency unemployment insurance program, including reporting to KY Department of Employment Services; actively managing agency’s participation in the KY Unemployment Trust; responding to and protesting unemployment claims in a timely fashion; and developing and maintaining annual contracts for seasonal staff.

·  Lead company Safety programs through partnered teams. Schedule and complete all annual evacuation and safety drills as required through OSHA.

·  Manage employee Reward & Recognition programs through use of creative, interactive programs and events. Facilitate recognition program and annual employee satisfaction survey. Offer input and resources to address analyzed areas for morale improvement, perception, etc.

·  Communicate changes in agency personnel policies and procedures and ensure compliance is followed as documented in Employee Handbook. Prepare recommendations and updates for the Employee Handbook as warranted, for presentation to the Board of Directors and its Personnel Committee.

·  Develop and maintain procedures manual to assist managers with clear and consistent program operations and staff supervision. Partner with management and employees to educate on expectations and options for success. Monitor ongoing changes in employment law and provide updates to leadership team as needed.

·  Oversee accurate Payroll Administration function, ensuring all legal requirements for wage payout and reporting are met. Maintain up to date records and files.Comply with all document retention regulations.

·  Assure all personnel files, both electronic and physical, are accurate and kept up-to-date, with changes appropriately communicated and documented for payroll administration. Submit new employees for Policy Council approval as required, and document said approval. Assure compliance with funding source documentation relating to personnel files.

·  Manage Drug and Alcohol policy and administer necessary testing as well as report findings.

·  Perform other duties throughout organization as needed.

Educational/Experience Requirements:

Bachelor’s Degree or 5 years related experience in Human Resources required. Master’s degree preferred. Current HR certification strongly preferred. (PHR/SPHR or SHRM-CP/SHRM-SCP).

Strong proficiency in Microsoft Office software including Word, Excel, Outlook and Power Point required. Experience with organizational charting and PowerPoint presentations needed.

Ability to problem-solve, work independently, meet deadlines, think analytically and possess strong communications skills, verbal and written formats as well as proficient in conducting presentations to large audience.

Ability to maintain confidential information and meet all applicable regulations.
