QUESTIONNAIRE FOR OPERATING A NEW TAXI COMPANY
Introduction
The Dubai Roads and Transport Authority (RTA) wishes to appoint a Specialized Company for the provision of services for:-
· Operating New Taxi Company as per the specific criteria included below.
Suitable pre-qualified companies are/ will be invited to participate in a competitive bid in response to the RTA’s Operating a New Taxi Company wishing to pre-qualify should:
• Demonstrate a sound financial company structure.
• Demonstrate an understanding/experience of operating a Taxi Company in Dubai.
• Demonstrate its management team has sound experience in operating a Taxi Company and all requirements of such a company
• Cope with the Prequalification Evaluation Criteria stated in the Document attached.
General Requirements:
1. Submit Business Plan that include Operational Plan, Financial plan, management structure and experience, 250 to 500 taxi procurement plan, driver requirement plan, vehicle plan, manpower training plan..
2. To immediately start operations with 250-500 Taxi Vehicles, Franchise Rights to operate taxi vehicles shall have to be obtained through a Tender
3. The company shall have an office, other required facilities and specified locations to accommodate the vehicles.
4. To provide a statement of the applicant’s (the licensee) available administrative and technical expertise.
5. A statement about the manager in charge, his expertise in the field of the required activity or any similar activity, his contact numbers or means of corresponding with him.
6. To provide an action plan and a time schedule proposed for operation of 250 and/or 500 Taxi effective from the date of signing the contract and the mechanism of such operation. ( schedule in months and the numbers of cars to be operated therein)
12. To accept any explanations issued for the specific requirements of the activity or any amendments issued in the future.

1. The Bidding Company will be asked to be based in the UAE during the entire assignment duration.
2. The team of the Bidding Company should have intensive experience of at least years in the field of Operating cars.
3. The International Company will lead this assignment. When needed and for specific tasks, the international company can appoint a local based experts.

Qualifications, experience, and skills
Management team needs to have minimum 5 years of experience in the operation of running a Taxi Company and the General Manager/CEO/Director shall at least 10 years experience in the field of running a similar Transport and/or Taxi company, and preferably in the GCC region

Whenever necessary for implementation of this assignment, the International Compnay are advised to establish co-operation with counterparts in UAE with similar backgrounds.
