Details of Service / The Cork University Maternity Hospital (CUMH) incorporates the Obstetric, Gynaecology, Paediatric and Neonatology Services in the Cork University Hospital Group within the Health Service Executive Southern region. CUMH has approximately 8, 500 births per annum and is a tertiary referral centre.
Services at CUMH are delivered within the Directorate for Women and Children which is based on the principles of partnership and integration and strongly supports the involvement of the multidisciplinary team in service provision.
CUMH will also be the National Cancer Care Centre for the Gynaecology cancer care and surgeries for the HSE South. There are 4 theatres at CUMH within the Delivery Suite complex.
CUH/CUMH are the sites for clinical placements for student midwives and student nurses in undergraduate and postgraduate programmes delivered in partnership with University College Cork.
Reporting Relationship / Clinical Nurse/ Midwife Manager 3
Professionally accountable to the Director of Midwifery and Nursing
Purpose of the Post / To be responsible for providing clinical and professional leadership to the nursing/midwifery team.
To ensure that high standards for healthcare are implemented and monitored in the provision of nursing care within the scope of policies, protocols and guidelines approved nationally and at Cork University Hospital (CHU) Group.
Principal Duties and Responsibilities / Professional and Clinical Practice
·  The post holder will:
·  Practice evidence based nursing care within the Scope of Nursing/Midwifery practice and the Code of Professional Conduct as approved by the Nursing and Midwifery Board of Ireland.
·  Be responsible for the assessment, planning, implementation and review of nursing care for service users in accordance with legislation, national / local policies and standards governing patient care.
·  Collaborate and communicate with service users, family and carers and the multidisciplinary team in the provision of care.
·  Provide leadership and foster a climate where service users are treated with dignity and respect.
·  Plan admissions, discharges or transfer of the service user with all relevant stakeholders.
·  Assist in providing staff leadership and motivation, which is conducive to good staff relations, work performance and change to meet service needs.
·  Maintain accurate up to date records in accordance with local and national guidelines.
·  Contribute to the development and review of nursing standards, policies protocols and guidelines to ensure that practice is evidence based.
·  Coordinate and participation in clinical audit.
·  Maintain professional standards in relation to confidentiality, ethics and legislation.
·  Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
·  Participate and contributes to Multidisciplinary meetings and case conferences.
·  Manage own caseload in accordance with the demands/needs of the post.
Health and Safety
The post holder will:
·  Play a central role in maintaining a safe environment for service users and staff.
·  Observe report and take appropriate action on any matter which may be detrimental to service user care or well being or has the potential to inhibit the efficient provision of care including the reporting of incidents/near misses.
·  Adhere to department policies in relation to the care and safety of equipment.
·  Liaise with other relevant staff when appropriate e.g. Clinical Nurse/Midwife Specialists.
·  Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
·  To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
The post holder will
·  Be actively involved in the identification and management of risk
·  Risk Assess utilising the HSE and local risk management processes as outlined in risk management policy documents.
·  Contribute to the development and updating of the hospital risk register.
·  Complete and review Quality Improvement Plans..
·  Communicate learning to other members of the team in relation to incidents and near misses.
·  Ensure that patient care equipment is maintained to an appropriate standard.
Education and Training
The post holder will
·  Take responsibility for his/her own continuing professional development.
Engage in clinical supervision, mentoring and expert resource.
·  Be familiar with the Requirements and Standards for midwifery /nursing student education programmes and participate in the preceptorship programme of education in order to support and assess students.
·  Be knowledgeable about the scope of practice, potential for skill mix and the clinical expertise of the Health Care Assistants and provide support to them in their role.
·  Engage in performance review processes including professional development planning as appropriate.
Personnel / Administrative
The post holder will:
·  Deputise for the CN/MM 2 when required and follow the appropriate lines of authority within the Midwifery/ Nursing management structure.
·  Provide the necessary co-ordination and deployment of nursing/midwifery and support staff in designated area(s) of responsibility, ensuring that skill mix takes account of fluctuating workloads and ensuring maximisation of available resources.
·  Assess and monitor trends through collection and analysis of activity and data and keeping CN/MM 2 and Senior Midwifery /Nursing Management informed of changing work patterns, which may require increased resources allocation.
·  Collaborate with the CN/MM 2 in preparing, implementing and evaluating budget and service plans for the clinical area.
·  Co-operate in managing all resources-including nursing/midwifery and non-nursing staff within an agreed budget.
·  Promote a culture that values diversity and respect in the workplace.
·  Assist in maintaining the necessary clinical and administrative records and reporting arrangements/contribute to quality assurance by assisting in data collection
·  Engage in IT developments as they apply to service user and service administration.

Eligibility Criteria
Qualifications and/ or experience / Candidates must at the latest date of application: -
·  Be registered in the General Division of the Register of Nurses kept by Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland) or be entitled to be so registered
and
·  Have at least 3 Years Post Registration experience of which 1 must be in Theatre or related area
·  Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

Post Specific Requirements / Demonstrate depth and breadth of experience in the area of perioperative nursing care in a theatre environment as relevant to the role.

Terms and Conditions of Employment

Tenure / The initial vacancy for this post is permanent and whole time. A panel will be formed from this recruitment campaign from which future permanent, specified purpose, whole time and part time will be filled. The Tenure of these posts will be indicated at ‘expression of interest’ stage. The post is pensionable.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary scale for the post (@01/10/2010):
€43,288 - €44,100 - €45,245 - €46,408 - €47,554 - €48,708 - €49,993 - €51,191
Working Week / The standard working week applying to the post is 39 hours.
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
Annual Leave / The Annual Leave applying to the post is as per years of service, to be confirmed at Job Offer Stage
Superannuation / This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004.
Probation / Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.
Protection of Persons Reporting Child Abuse Act 1998 / As this post is one of those designated under the Protection of Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accordance with Section 2 of the Act. You will remain a designated officer for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction.
