ACTION:

ON MOTION of Supervisor Slater-Price, seconded by Supervisor Jacob, the Board of Supervisors approved the Statement of Proceedings/Minutes for meeting of January 10, 2006, on Consent.

OVERVIEW:

On June 17, 2003 (16) the County of San Diego Board of Supervisors adopted a resolution and approved an ordinance authorizing the County of San Diego In-Home Supportive Services (IHSS) Public Authority to obtain criminal history clearances on employees providing in-home supportive services. To accomplish this, the IHSS Public Authority accesses Department of Justice Criminal History Information and contracts for fingerprinting screening services.
The current contract for fingerprinting screening services will expire June 30, 2006, and authority is requested to competitively reprocure these services.

FISCAL IMPACT:

This request has no current year fiscal impact. If approved, the recommended action will result in an estimated annual cost of $40,000 cost and revenue in the IHSS Public Authority Operating Fund beginning with FY 2006-07. The funding source is an operating transfer from the General Fund which is based on federal and State revenue and on Social Services Realignment revenue received by the Health and Human Services Agency.

RECOMMENDATION:

EXECUTIVE DIRECTOR
In accordance with the Interagency Agreement between the IHSS Public Authority and the County of San Diego and with Section 401 et seq, of the County Administrative Code, authorize the Director, County Department of Purchasing and Contracting, to issue a competitive solicitation for fingerprinting scanning services; and subject to completion of successful negotiations and determination of a fair and reasonable price, award a five year contract starting July 1, 2006 through June 30, 2011 and up to an additional six months if needed; and to amend the contract to reflect changes in funding or service requirements, subject to approval of the Executive Director, IHSS Public Authority.

IA 2. / SUBJECT: / INSURANCE COVERAGE FOR THE IHSS PUBLIC AUTHORITY (DISTRICT: ALL)

OVERVIEW:

On August 2, 2005 (1) the IHSS Public Authority Governing Body adopted the Fiscal Year 2005-2006 Administrative Operational Plan. The Operational Plan includes funding for health and dental insurance benefits for the IHSS Public Authority’s administrative staff and also for crime, liability, special property and worker’s compensation insurance.
The existing insurance contracts will expire in Spring 2006. Today’s item requests Governing Body authorization for the Department of Purchasing and Contracting to negotiate and award new contracts with insurance vendors. The Public Authority’s insurance broker will assist with the negotiation process.

FISCAL IMPACT:

Funds for this request are included in the IHSS Public Authority Fiscal Year 2005-06 Operational Plan. If approved, this request will result in an estimated cost of $270,000 annually for health and dental benefits insurance, and an estimated cost of $90,000 annually for insurance for crime, liability, special property and worker’s compensation costs. The funding source is an operating transfer from the General Fund which is based on federal and State revenue and on Social Services Realignment revenue received by the Health and Human Services Agency.

RECOMMENDATION:

EXECUTIVE DIRECTOR
Authorize the Director, County Department of Purchasing and Contracting, to award contracts with multiple insurance agencies subject to successful negotiations with the assistance of the IHSS Public Authority insurance broker, and upon determination of a fair and reasonable price, to award contracts for up to five years and up to an additional six months if needed; and to amend the contracts to reflect changes in funding or service requirements, subject to approval of the Executive Director, IHSS Public Authority.
