ESG Update

DCED has not received their award from HUD yet. Applications have been reviewed and selected; awards will be announced once HUD grant award is received. $4.7 million was available; DCED received $10 million in requests. Few applicants were funded at 100%. Recaptured funds from 2011 (both allocations) and 2012 were able to be reallocated to 2015 applicants.

Approval of Minutes

On Laudermilch/Mathias motion, minutes from September 18 were approved. Motion carried.

By-Laws

The group reviewed the by-laws drafted by the committee. Minor revisions were suggested. Changes will be made and revised version will be posted to Wiggio group. RHAB will conduct an electronic vote—one vote per member agency. A voting form will be created that requires a signature to be scanned and e-mailed to RHAB Board member.

Ranking Criteria

Ranking criteria were adapted from previous NE and CH RHAB criteria. This year’s criteria were not as strict as CH criteria last year. Priority points were given for projects that target rural homelessness, special populations, and transition age youth. All projects have been ranked and submitted to DMA.

Reallocation

Blair County (former CH RHAB) American Rescue Workers project was placed in Tier 2 to in order to take the required 2% cut. As a result, roughly $7,000 was available for a new project. Barbara Hodas from DMA solicited a new project from the “old” CH RHAB.

Coordinated Assessment

As of yet, this has not been established in the NE or CH on Continuum level. Members are encouraged to look for a system at the County-level to mimic/help develop a Continuum-wide Coordinated Assessment system.

CoC Governance Board

The CoC Governance Board is meeting with DCED on October 20 to discuss expectations of DCED’s role in the Continuum. Areas where the CoC feels we need more support from DCED include PIT coordination; staff/clerical support; technical assistance/training; strategic planning.

PIT

2015 PIT scheduled for January 29, 2015. Recipients of CoC funds are required to participate. Resources and other information posted to the HUD Exchange (hudexchange.info) or the Wiggo site.

Ongoing Environmental Review discussion

All projects that use leasing or project-based rental assistance dollars are required to complete an Environmental Review for each unit leased. Tenant Based Rental Assistance, Supportive Services and Operations projects may use a blanket review. Kate will post ER resources to the Wiggio site.

Subcommittee Selection

There are no current subcommittees, but in the future, RHAB will establish subcommittees on an as-needed basis. The committee that drafted the by-laws is a good example.

RHAB Participation

Shawn reiterated the importance of participating in the RHAB meetings as helping a granteesCoC and ESG ranking score. Participation also provides valuable information and feedback on priorities and best practices.

General Discussion

HMIS Training info distributed by Brian Miller to all those who have an HMIS user ID. Discussion occurred on developing a broader tracking system using HMIS.
