The School Exclusion Team
The School Exclusion Team (SET) is based at Normanton Town Hall and can be contacted for exclusion advice on 01924 307403. The Team is based in the Inclusive Learning Team which is part of the Inclusion Service in the Schools and Lifelong Learning branch within Family Services.
The Team
· Ensures that the statutory responsibilities relating to exclusion are met.
· Contributes to preventative strategies to avoid exclusion.
· Gives advice to schools and to parents and carers on exclusion processes.
· Provides statistical information to the DfE.
· Trains Governors on their statutory responsibilities.
· Undertakes Individual casework.
· Supports the PSP process within schools.
· Supports clerks of Governor Review Committees.
· Facilitates network meetings across the district.
· Reviews both fixed-term and permanent exclusions.
· Advises and guides governors on all aspects of exclusion law.
· Attends Independent Review Panel Hearings.
· Leads on the development of Restorative Practices (RP) within the district to reduce exclusions, incidents of disruptive behaviour, assaults on staff and pupils, levels of staff absence through stress as well as generally improving behaviour of pupils overall. Strategic Group works in partnership with other agencies such as the Youth Offending Team, Police, Education Welfare and the Primary Behaviour Service.
· The Primary Peripatetic Inclusion Mentors (PIMs) work on an individual and small group basis with those pupils who are displaying signs of poor behaviour and who may go on to receive exclusions later in their school career providing early intervention support.
· The Parent Support Adviser (PSA) supports parents who are going through the Pastoral Support Plan or CAF route and the work is overseen by a Casework Officer.
EXCLUSIONS OVERVIEW
Permanent Exclusions
· This year there has been an increase in permanent exclusions from 37 (2012-13) to 55 (2013/2014)
· There were 2 permanent exclusions in Primary.
· There have been no permanent exclusions in Special Schools for 7 years.
· As with last year, the top three reasons for permanent exclusion are physical assault against a pupil, persistent disruptive behaviour, closely followed by theft and drug and alcohol misuse. This year there was a rise in the number of Year 8 and 11 girls that were permanently excluded. Boys are still more likely to be excluded as girls.
Fixed Term Exclusions
· Once again, there has been a decrease in the number of fixed term exclusions issued this year, and a decrease in the amount over the last three years.
· The number of fixed term exclusions of pupils in this academic year has decreased 1481 to 1294 ( 1061 Secondary 163 Primary)
· In Primary the number of days lost to Fixed Term Exclusion, number of pupils and incidents has decreased.
· In Secondary the number of days lost to Fixed Term Exclusion, number of pupils and incidents has decreased.
· The number of days exclusion given has fallen in reception and year 1, 2, 7, 10 and 11. All other years have seen an increase in the number of days given, particularly in years 3, 4,5 and 8.
The Main Reason for Fixed Term exclusions in the Primary Sector are, physical assault against an adult and in the Secondary Sector persistent disruptive behaviour
Independent Exclusion Reviews
In 2013/14, there was 1 Independent Review following a permanent exclusion, which was a first with regard to the new guidance. The parent requested the presence of the SEN Expert. This Independent Review was heard and upheld the exclusion.
