August 10, 2017 Minutes

Members present:

Supervisor Heath, Clerk Collins, Trustee Dopkowski. Trustee Mancik & Treasurer Early

The meeting was called to order at 7:02pm.

The pledge of allegiance was recited.

Public Comment : State Representative Dale Zorn presented the Township with a Monroe County Bi Centennial resolution with a little history of the Township.Can be seen at the hall.

A resident asked him if the state is doing anything with the medical marijuana issue? Rep Zorn: Not at this time.

Robert Hayes from Aggregate Industries: Explained that they will be expanding into London Twp. They will be using approximately 185 acres over a projected 20 years and be approximately 100’ deep. They will be monitoring wells around the area in London Twp. The Board requested that they also monitor wells in Milan Twp.

Trustee Dopkowski made a motion to accept, 2nd by Trustee Mancik. Motion Carried

Disbursements: Clerk Collins read the disbursements. Payroll: $ 7,380.19

Report on file Bills: $ 126,503.30

Total: $ 133,883.49

Supervisor Heath made a motion to accept report with clarification from BS&A, 2nd by Trustee Dopkowski Motion Carried

Fund Balances: Treasurer Early read his report.

Supervisor Heath made a motion to accept report as presented until clarified by BS&A, 2nd by Trustee Mancik Motion Carried

Building Report: Trustee Mancikread the building report. Reporton file

There was 1 permit issued in the month of July totaling $65.00. Dave Friend worked 2 hours at the hall, made 8 inspections. There were no Mechanical, Plumbing or Electrical inspections. July expenses were $450.80

Supervisor Heath made amotion to accept report. 2nd by Trustee Dopkowski. Motion Carried

OTHER WORK/INFORMATION:

Residential class ratio 49.92. Will see very little change in assessments for 2018 in the residential class. Still awaiting Ag, Industrial and Commercial ratios from county.

Audit complete and approved by Department of Treasury. No further action required. Next audit will be 2021.

Attended Legal Description/Land Division class on July 21, 2017

LOOKING AHEAD:

Attending 6 hour renewal class called “New Loss & Adjustment” on August 30, 2017.

Continue field inspections and working on 2018 values.

Prepare 591 form Clerk’s Statement of Taxes

Prepare L4029 Millage Rate Request.

Note: I will not be in the office on Monday, August 21, 2017.

Milan Fire Dept. Report: Supervisor Heath said that they sold the Fire Truck they have been trying to sell. The Audit is complete.

Clerk Collins made a motion to accept report. 2nd by Trustee Mancik. Motion Carried

Unfinished Buisiness:

Cemetery: We need to start planning the layout of the cemetery property.

Supervisor Heath made a motion to hire David Arthur & Associates. 2nd by Trustee Dopkowski

Motion Carried

New Buisiness:

Budget Amendment Request- Planning Commission: Clerk Collins is requesting an amendment to add $500.00 to add publishing.

Trustee Dopkowski made a motion to approve adding $500.00 for publishing under the Planning Commission.2nd by Trustee Mancik.

Roll Call Vote: Trustee Dopkowski: Yea, Treasurer Early: Yea, Trustee Mancik: Yea, Supervisor Heath: Yea, Clerk Collins: Yea. Motion Carried

Marijuana Decision: At this time it is the overall consensus that we do nothing at this time.

Supervisor Heath made a motion to pass on adopting an ordinance. 2nd by Trustee Dopkowski.

Issues from Board members or Officials:

Trustee Mancik: Trash day in October. Supervisor Heathwas going to check with another waste service company. Any news? SH: Need to check, Republic sold out. He will still be checking on it.

Trustee Dopkowski: I wish we would have seen more support for the medical marijuana ordinance.

Clerk Collins: MTA has an online class’s for Tax preparation. They cost $175.00 & $152.00

Supervisor Heath made a motion to approve online classes for the clerk and Deputy clerk, And Treasurer if he is available. 2nd,by Trustee Mancik. Motion Carried

Public comment: A resident asked if the Assessors report was the assessment values?

A couple would like to purchase the Cleanwater Beach property but would like to make sure that they could still use it as a public beach. They would like to re-open it as a family friendly public beach.

The Board said that they that use was an approved use and that they would welcome them.

A resident that was inquiring asked what an appropriate amount of time to wait to re-visit the medical marijuana issue? It will probably won’t change until the state decides what they are doing.
