Policies for Competitive Youth Teams

PECSA Philosophy for Competitive Play

Every player within PECSA deserves the opportunity to develop their abilities to their fullest. To that end, PECSA will provide as much competitive soccer for its players as is within its expertise and ability.

Areas of Participation

PECSA will provide support to all compliant coaches or groups pursuing a competitive team. PECSA, as a part of the OSA and the region or district at the time of application, will comply with all policies and rules as set by the governing body.

Intent to participate in a competitive season, the conducting of tryouts and practices, final formation of team lists and the submission of team officials must be approved by the PECSA Executive Committee or its representative as declared by the committee. Written approval (electronic communications are acceptable) must be obtained by groups or individuals prior to proceeding with:

Only PECSA, through the actions of the Executive may register players, teams or officials.

PECSA Executive Responsibilities

The Executive will, at all times provide as much guidance and assistance as it is able to any group or coach pursuing a competitive team. The Executive will, as a course of its internal operation, provide an Executive Member to act as liaison with applicants and active teams. All written requests and communications will be managed by this Executive. Notification of this member will be publically announced at the website pecsa.ca by February 28th of each year.

PECSA, through the actions of the Executive Committee is ultimately responsible for all officials, coaches, teams and players under its registration. Therefore all participation within competitive teams is at the discretion of PECSA. Teams or individuals not meeting the expectations of PECSA due to non compliance or any conduct proven to be detrimental to the physical or mental health of others may be withdrawn from competition at the sole discretion of the PECSA Executive.

REP Fee

Initial registration fee payable to PECSA of $100.00, with a balance owing to the REP team of $220.00 once accepted to the team. If a player does not make the REP team, and does not wish to participate in PECSA House League, a full refund of the $100.00 will be given. Once accepted to the REP team, refunds are decided on individual basis if the player cannot complete the season.

There may be additional fees associated with playing REP to be discussed with the team at the time of occurrence.

Player Responsibilities

All players involved in a competitive program must be pursuing their own interests and goals and be involved by action of their own will. No player should be forced to play competitive soccer.

Players must be registered with PECSA prior to involvement in any workout, clinic, practice or game play.

Players understand that their involvement in game play is based at the discretion of the coach. Players’ fees will be set out prior to the start of the season, but the paying of fees does not provide for access to play during competitive games. It is recommended that players and their guardians have discussions with the coach prior to the season of play regarding the position(s) likely of their play and the planned frequency of play. The time played through the season is always and ultimately at the discretion of the coach.

Players must be registered with and in good standing with PECSA prior to any tryouts, practice or game play. Only players currently registered with PECSA can participate in player activity.

Each player, or their adult parent or guardian is required to agree to the financial budget as set forth by each individual REP Team.

Responsibilities of Coach

All head coaches must be duly qualified by current OSA standards to coach a competitive team. All costs are to be covered by the individual coach for certification. If a group is attempting to have one of its individual members certified they can recoup the certification expenses from that year’s team, but must fully disclose this to all members of the team at the first budget meeting.

It is required that all participants in tryouts or any other activity be registered for the current season with PECSA.A current season begins January 1st of each year. Coaches may obtain registration forms prior to any tryout or camp directly from PECSA. A current registration form, as well as a down payment of $80.00 must accompany the registration form. Any deviance from this is grounds for immediate dismissal of one or all team officials.

Team formation shall remain open during PECSA’s registration, to allow any new players the chance to try out for a REP team.

Responsibilities of Team Officials

Each team is required to designate one adult person to the position of Manager. Managers will make all applications and notices to the Executive as required.

They are required to, prior to the formation of the team, hold at least one planning and budget disclosure meeting. All potential players, their guardians and the Executive must be given 10 (ten) days notice of the planning meeting.

Season planning meetings must provide written plan of the number of tournaments considered by the team and full estimate of costs to the individual player and plans for any additional fund raising.

The Manager is to make all initial contact with prospective team sponsor but cannot accept funds for sponsorship. All funds for sponsorship must be made payable to PECSA wherein PECSA will forward all funds to the team.

As required, Manager will attend any or all meetings conducted by the League the team is entered in for play. At meetings the Manager is not only representing the team, but they are also representing PECSA when a designate from the Executive is unable to attend. Therefore the Manager is to conduct themselves in a manner that upholds the integrity of PECSA as a whole. The Manager must provide report of any such meetings to the Executive.

The Manager is required to maintain one and only one bank account for the depositing of funds from PECSA and for the issuing of payments and fees. The Manager must make full written records available to the Executive within 5 days of request.

Within 14 (fourteen) days of the final game either in season or after a final tournament, the Manager will hold a closing meeting whereby the closing financials can be revealed and any returns to individual players and their guardians can be made. A hold will be placed on $100.00 to allow start up for the following year.

Sponsorship

Each team is permitted to arrange for sponsorship of that year’s team from one business or individual. The sponsor can expect their chosen logo or name to appear on all game shirts worn by the team. The sponsorship amount must be made payable to PECSA. No team can receive any funds for sponsorship directly.

Any other fundraising that is to occur is at the sole discretion of the PECSA executive.

Financials

Each team is required to be financially viable.

The Manager is required to make full disclosure to the players, their guardians and PECSA of proposed incomes and spending prior to team registration.

All proposed fees and costs need to include all fees including registration fees for league play and tournaments, equipment purchases, game expenses such as referees, uniforms (for all team members, plus additional for call ups) and any sundries including bank fees.

In addition to charges above, each team must also include an additional 20% of all registration fees to be held for any potential disciplinary fines or charges. This 20% is to be included in the portions of expenses collected from each player and will be returned at end of season as funds exist. If fines levied exceed the 20%, additional funds will be collected equally from each player of the team.

Timetables

Each team must meet the time tables as set out by the league in which play is intended. PECSA will issue date and time completion requirements each season as required and as situations exist.

Addition of Players

Each team, in keeping with the policies and rules of the league where play is intended, may contact and add additional registered PECSA players within the age group of their play to replace injured or unable to attend players. This is to be done on a game by game basis. No individual player can be added more than three times through a season without the permission of the PECSA Executive. No expense direct to the added player maybe requested without the permission of PECSA. Under age additional players may only be used where a competitive team does not exist in their age group. Only house league players can be added, not under age competitive players.
