This bid is a firm offer which shall be irrevocable and open for acceptance for 120 calendar days or longer from opening date in the best interest of the District.
All BID PRICES - F.O.B. DESTINATION - SHIPPING & HANDLING CHARGES PREPAID.
Sealed bids will be received by the San AntonioIndependentSchool District at the office of the Director, Management Department, 1215 Austin Street, San Antonio, Texas78208-1097 to provide “FIRE EXTINGUISHER MAINTENANCE” to include, but not be limited to, inspecting, testing, servicing, maintenance, charging, replacement and certifying of all fire extinguishers. There are approximately 3,012 fire extinguishers located in SAISD buildings and 180 located in buses within the San AntonioIndependentSchool District. Bonding is not required with this bid. The awarded vendor (s) must submit original Certificate of Insuranceincluding Worker’s Compensation within ten (10) calendar days from the date of SAISD Board of Trustees approval of award. See Item #86 under Materials Management General Terms & Conditions. Failure to provide these documents will result in revocation of bid award. Vendor must keep “Insurance” current and is responsible to renew upon expiration.
Each bidder, having examined the Sealed Bid Form, Specifications and related documents, being familiar with all of the conditions relating to the proposed project, including the availability of materials and labor, hereby proposes to furnish all labor, materials, supervision, equipment, and services required or necessary for, or incidental to, the performance of all work required by the specifications.
This contract will be valid for a two (2) year termfrom the date of Board of Trustee approval with an option to renew for three (3) additional one (1) year periods if mutually agreed upon by both parties, under the original pricing, terms, and conditions as the original bid. The District reserves the right to extend the contract beyond the three (3) year renewal periods if it is determined to be cost effective for the District. Prior to the termination of the contract, District personnel will conduct a cost analysis to determine the feasibility of the extending the contract beyond the original terms. This contract is an “All or None” bid.
Vendors should provide the information requested on the Representation and Certification form on Page 5 of this proposal. This requirement reflects changes as a result of the State of Texas Legislative Senate Bill No. 1, Section 44.034, “Notification of Criminal History of Contractor”. Please return this form completed and signed, along with your signed "Sealed Bid" form and other documents, as required.

CONTRACT RIDER: The following school district may also wish to utilize the contract that results from award of this bid. SAISD makes no commitment for this school district.

The following documents are required with the bid. Failure to submit these documents may result in disqualification. Refer to Sections – DIVISION 11A – PARAGRAPH 1.2 AND 1.3.
- Evidence of being in business at least three (3) years. Bidders must have a twenty-four (24) hour emergency service telephone number.
- Permits, licenses and certification to service portable fire extinguishers. Bidders must be a D.O.T. approved test facility.
- Copy of State Certification and A & B License.
- References – at least three (3) to include contact name, address and telephone number.

NO WORK CAN BE PERFORMED UNTIL THE SUCCESSFUL BIDDER HAS RECEIVED THE SIGNED PURCHASE ORDER FROM THE SCHOOL DISTRICT PURCHASING AGENT.
Award of this bid will be based upon the availability of funding.
The attached "GENERAL CONDITIONS"are an integral part of this bid.
DIVISION 11A – SPECIFICATIONS
INSPECTING, CHARGING AND
CERTIFYING OF ALL SAISD FIRE EXTINGUISHERS
11A-01SCOPE OF WORK:
1.1To provide testing, servicing, maintenance, charging, inspection, and certifying all fire (approximately 3012) extinguishers within the SAISD as listed and described in the specifications. Applicable provisions of the General Conditions apply to all work under this Section. Locations of fire extinguishers shall include, but not be limited to the “2005-2006 School List and “Administrative Building Locations”.
1.2Each company bidding shall provide evidence of being in the fire extinguisher business for at least three (3) years and have all necessary permits, licenses and certification to service portable fire extinguishers. A copy of the State Certification and A& B License shall be provided with this bid. Must be a D.O.T. Approved Test Facility.
1.3Vendors shall submit a list of at least three (3) references for whom vendor has provided like products and services. References will include contact names, addresses, and telephone numbers.
1.4It shall be the responsibility of the contractor to inspect on site and repair any parts of the portable fire extinguishers while charging and tagging as to maintain these extinguishers in an operable condition at all times. Maintenance shall be performed in accordance with the applicable standards of the National Fire Protection Association and of all state and local requirements. This shall include, but not be limited to hoses, pins, handles, brackets, valves and valve parts, o-rings, gauges, hydrostatic testing and 6-year maintenance as required by law.
1.5The Contractor will be responsible for inspecting the fire extinguishers aboard the approximately 230 District buses located at the MilamTransportationCenter - 1102 Austin Street. Inspections and repairs or replacements of bus extinguishers will require a separate invoice to be provided for the Transportation Department - (1103 Austin Street).
1.6The Contractor shall submit a memo identifying completion of specified work at each school. Included in the report shall be the number and types of extinguishers serviced and date of completion of each school.
1.7The Contractor may perform on-site visits to random locations on the attached list to become familiar with existing fire extinguishing equipment before submitting bid response.
1.8Fire extinguishers needing repair that cannot be completed at the District facility must be replace with a substitute extinguisher during such repair. Do not allow any extinguisher to be removed from the District facility without installing a temporary or new unit.
1.9The Contractor shall be responsible to fully complete the attached bid sheet. Replacement extinguishers shall be either Ansul, Amerex, or Badger brand or equal. Plastic extinguishers will not be accepted.
1.9.1The bid prices shall be for the duration of this Contract. Damaged or discharged fire extinguishers will be repaired by Contractor.
1.9.2Contractor may be requested to perform services as requested at different facilities on a “AS NEEDED” basis determined by authorized Plant Services personnel. These requests will be considered “priority” or “emergency” requirements and must be performed as soon as possible.
