2.1 Fees

The following definitions and policy are described only for purposes of services initiated on or before 12/15/2014. For services started, with or on behalf of consumers, on or before 12/15/2014 only, the following legacy definitions and policy will continue to be applicable through 2/1/2014. For services initiated on or after 12/16/2014, please follow the policies, procedures, definitions and fees established in 2.13

Fees for General Community Rehabilitation Programs Fees

Table 2-1 shows the fees for all types of Ccommunity Rrehabilitation Pprograms (CRPs).

Note: The Community Rehabilitation Program does will not collect money from a DARS DRS consumer or the consumer's family for any service charge in excess of DARS DRS fees. If DARS DRS and another resource are paying for a service for a consumer, the total payment must not exceed the fee specified in the DARS DRS Standards for Providers.

2.2 Staff Qualifications

Use DARS3455, Community Rehabilitation Program Staff Information, to report staff qualifications to the assigned liaison counselor and the regional CRP specialist.

For additional staff qualifications for community rehabilitation providers, see Chapter 1: Basic Standards, 1.8 Staff, under Service Provider Qualifications, and the staff qualifications sections for specific services published in this manual. For example, see the staff qualifications for providing Supported Employment Services in 2.11 Standards for Supported Employment Services.

Vocational Evaluator

Education

The Vocational Evaluator (VE) must have the following qualifications:

·  a master's degree in vocational evaluation;

·  a master's degree in a related field (for example, psychology, sociology, industrial arts, etc.) and one year of full-time experience as a VE; or

·  a bachelor's degree in a related field (for example, psychology, sociology, industrial arts, etc.) and two years of full-time experience as a VE.

Vocational Evaluator Aide

The Vocational Evaluator Aide must have one year of actual work experience in vocational areas directly related to vocational evaluation. Postsecondary education in a related field may be substituted for actual work experience. The aide must be able to follow instructions, establish rapport with rehabilitation consumers, and work under supervision. Aides are not authorized to sign reports. The CRP Director must approve the DARS3455, Community Rehabilitation Program Staff Information form completed by the aide.

Personal-Social Adjustment (PSA) Trainer

Job Functions

The PSA Trainer performs the following functions:

·  identifies areas of appropriate and inappropriate personal-social functioning (using existing resources, personal observation, conversations with the DARS DRS counselor, consumer, family members, and others);

·  completes develops (in coordination with the consumer and the DARS DRS counselor) a DARS3484, Community Rehabilitation Program Individualized Adjustment Plan (IAP), for each consumer;

·  implements each DARS3484 through formalized classroom activities or practical training, using an approved course outline and lesson plans;

·  monitors the progress the consumer makes toward meeting the goals identified on DARS3484 to determine progress toward identified goals and to determine whether the goals on the DARS3484 need to be modified modification of the DARS3484 is appropriate; and

·  reports the consumer’s progress to the DARS DRS counselor on progress toward planned goals and objectives.

Education, Training, and/or Experience

The PSA Trainer must have the following qualifications:

·  a master's degree in rehabilitation, a master’s degree in counseling, or a master's degree in psychology;

·  a master's degree in rehabilitation, counseling and guidance, or psychology;

·  a bachelor's degree in a related field (for example, education, sociology, social services, or liberal arts) and one year of full-time experience performing adjustment services or similar duties in a rehabilitation agency or organization (two years may be substituted for one year of college with eight years of experience being equivalent to a college degree); or

·  certification by the Texas Certification Board of Addiction Professionals (for residential substance abuse programs); and

·  proficiency in sign language that is demonstrated by certification by the Board for Evaluation of Interpreters (BEI), certification by the Registry of Interpreters for the Deaf (RID), or a Sign Language Proficiency Interview (SLPI) rating of intermediate plus, if providing services to consumers who are deaf.

Personal-Social Adjustment Aide

The Personal-Social Adjustment Aide must have one year of work experience in vocational areas directly related to Personal-Social Adjustment Training. Postsecondary education in a related field may be substituted for actual work experience.

The aide must be able to follow instructions, establish rapport with rehabilitation consumers, and work under supervision.

If an aide will work with consumers who are deaf, the aide must demonstrate proficiency in sign language skills; that is, certification by the Board for Evaluation of Interpreters (BEI), certification by the Registry of Interpreters for the Deaf (RID), or a Sign Language Proficiency Interview (SLPI) rating of intermediate plus.

Aides are not authorized to sign reports. The CRP Director must approve the DARS3455, Community Rehabilitation Program Staff Information form completed by the aide.
