OBIT # 4015 – HALIFAX HERALD – 8 AUGUST 2002 STARRATT, Howard Kenneth - 70, 30 Windale Dr., Truro, passed away Monday, August 5, 2002, in the VG Site, QEII, Halifax. Born in Truro, he was a son of the late Frank and Violet (Dartt) Starratt. He worked as a clerk for the CNR, before becoming manager of Truro Lanes. Ken was a strong contributor and supporter of local and area sports. He was involved in many local ball leagues. He was also involved in the Truro District Hockey League. Ken was well-known for being a competitive bowler having bowled in Maritime Championship play for many years. He was also a former member of the Truro Golf Club. Doug Harkness, editor of Atlantic Post Calls and long-time friend, said Starratt had been in failing health since entering hospital in late June. Ken had retired five years ago as Judge of the Nova Scotia Probate Court in Truro and had served as Chief Returning Officer for the provincial constituency of Truro-Bible Hill. He remained as Chief Returning Officer for the federal constituency of Cumberland-Colchester. In 1982, Starratt along with Glen Smith of Truro, were instrumental in getting a group of Maritime stallion owners to form the Maritime Breeders Association, sponsors of the Maritime Breeders Futurities, a series of stake races for two and three year old Maritime sired horses. The stake races, which began in 1984, offered the largest purses in Atlantic Canada, with two-year-olds racing for $50,000. Starratt served as a volunteer in the capacity of secretary-treasurer of the MBA until early this year. In 1984, in a move to help market Maritime-sired yearlings, Starratt and Harkness founded The Select (Standardbred) Sale Inc., which grew to become the region's leading yearling sale. He resigned as president late last year because of health reasons. Ken had suffered a heart attack in November of 2000 during the federal election campaign and underwent open heart surgery early in 2001. Tom MacPherson of Glace Bay, a recipient of the Dan Patch Award from Harness Tracks of America, says Maritime harness racing owes a debt of gratitude to Ken for the volunteer work he did to support the breeding industry.
