The meeting was called to order at 2:30 p.m. Jim Bailey welcomed new members and the council introduced themselves.

1.   Agenda

2.   Confirmation of the Minutes: June 19, 2013

2.1 Motion to approve the minutes as amended – Gina Bennett; seconded by Lil McPhail

3.   Matters Arising from the Minutes

3.1 Doris requested changes to the June minutes and forwarded them to Lynn. Changes were made to the June minutes.

4. New Business

4.1 CASC (September 4th) – reviewed eight course outlines and the Post-Degree & Certificate program.

Move to approve the course outlines as recommended by CASC at its September 4, 2013 meeting.

4.2 Values Statement – In terms of EDCO, we have minutes posted and discussions are open for the public. It was suggested that we indicate that the public can attend if they desire. Louise suggested posting an agenda – all agreed that this was a good idea. There could be in-camera meetings as well (i.e. program cancellation). We need to remind ourselves that these discussions are open and we should be respectful.

4.3 Innovative areas within College – The council went to Room 180 to view the Haul Truck Simulator program in action. Students were performing functions on the simulators to prepare them for work in the mines. This is a four week program.

4.4 New Program Proposal –The certificate is for those who have a Bachelor’s degree in a business-related field. The diploma is for those who have a Bachelor’s degree in a non-business field. The new certifications address the growing importance of sustainable business practices in the corporate, government, and non-profit sectors. All levels of government are adding sustainability reporting requirements for obtaining contracts, funding, grants and licenses. Public companies are accountable to consumers and ethical investors for their sustainability practices and environmental impact. Sustainability planning can also strengthen communities while increasing employee retention and morale. Sustainability also has an economic dimension in terms of the proven benefits of improving supply chain logistics, refining operational procedures, and reducing waste.

Move that the non-degree program proposals in sustainable business practices, certificate and diploma level, be approved by EdCo for a 30 day posting on the provincial PSIPS website.

4.5 Doris suggested not having a print calendar and has faced objection to this proposal. This year, the calendar will be status quo. Doris will be sending out a template to follow for more clarity in the calendar. Colleague information can be exported into the calendar. The calendar description should match the course outline description.

Admissions Standards Committee – Doris Silva

·  CPC approved the revised 2.1.1 policy and approved to eliminate the International Admissions Policy 2.1.2 as International related issues are included in 2.1.1

·  With the passing of 2.1.1 policy we will be implementing a new Admit Status called TR (transfer). This is to identify any students who are transferring to COTR with 5 or more courses or equivalent. We will need to change our Transfer of Credit Application to include this new status as we will enter the Admit Status after the student has transferred their credit.

·  We had a discussion about progression of self-directed ABE students. We have some students enrolled in full-time ABE self-directed programs that don't progress. We had a discussion of whether we should set some parameters around this. Russell Workun and Kim Buchan will be discussing this with the faculty in their department.

·  We had a discussion around whether to use the final grade or the provincial exam grade to meet prerequisites. We will have further discussion at our next meeting.

·  Discussed calendar changes.

Awards Committee Report – Doris Silva

We received four applications for the Brandon Salvuilo Memorial Bursary for fire training students. There is extra money for the award this year since we did not have Fire Training in the spring. We will be awarding one $1,000 award and one $500 award this week to two students. Both students are from the West Kootenay which where the Salvuilo family are from.

We only received one qualified applicant for the 2013 Career Fair award so we have extended the deadline and contacted the Business Administration department get the word out to more applicants. We may move the deadline into the fall next year as it is hard to recruit applicants over the summer.

Lois is currently adjudicating 51 applications for the COTR/SIDIT Trades and technology awards. We have already helped some the Ace-it students with books through these awards for their trades programs that started in September. Letters will go out this week for funds for these applicants for money for tuition, travel and living expenses. I expect more applicants during the bursary period in November. We are very fortunate to have the SIDIT funds as it is our key award for Trades students.

Education Technology is helping us rebuilding our online application for our internal bursaries and scholarships. We hope to make more user andmobile-friendly. This will hopefully also encourage more students to apply.

Lois isreceiving some inquiries regarding bursary applications which may be as a result of the Financial Aid Seminar that was offered during this year's orientation week.

Columbia Basin Trust (CBT) has approvedcarry forward of $20,000 fromlast year's community service awards. The total donation from Columbia Basin Trust will be $35,000 in November which is a huge boost in comparison tothe $14,000 we have offered in the past. CBThave also let us have more control over the amounts awarded so we can spread that money further. We have recognized that it is typically easier to give away awards for financial need than it is for community service as students have a hard time continuing community service when they are busy with their studies.
