TENDER NOTIFICATION
(Two Cover Bid System)
On behalf of Governor of Karnataka sealed item rate tenders in duplicate as per PWG 65 & 66 for the work noted below are invited under two cover Bid system as per KTPP Act 2000 and as per its latest amendment from the Class I (Civil) contractor Registered in Karnataka PWD. Two cover system consists of Technical Bid and Financial Bid. The Technical Bid will be opened first. The financial bids of only those bidders who qualify in technical bids will be Opened and Evaluated.
Application for Blank Tender forms along with the cost (not refundable) of tender forms will be received by the Executive Engineer M.I.Division Dharwad. The tender forms will be issued by the Executive Engineer M.I.Division Dharwad on the prescribed date in office hours.
The contractor who wish to receive the Blank Tender Documents through post shall submit along with the application a self addressed envelope of size not less than 35cm x 25cm with Rs. 160/- postage stamp affixed on it. Any delay in transit through post or courier will be entirely at the risk of the applicant.
The estimate designs drawing and other details related to the contract can be verified during the office hours. If the dates mentioned above happen to be General or Declared Holidays, the next working day will be considered.
The sealed tenders will be received in the following offices on the prescribed date and time.

1) Name of Work : - Construction of New M.I.Tank (Tank Bund,
Waste Weir & Canals) near Muradi in Mundaragi Taluk Gadag District (Balance Work).
2) Tender Amount : - Rs. 172.48 Lakhs.
3) E.M.D (90 days period) : - Rs. 1.73 Lakhs.
4) Cost of Blank Tender Booklets
(Not Refundable) : - Rs. 15000.00 + Tax
5) Time Limit for completion of work : - 9 Months (Inclusive of rainy season)
6) Last Date of Receipt of application for
Blank Tender form (During Office Hours) : - 25/07/2006.
7) Date of Issue of Blank Tender forms
(During Office Hours) : - 03/08/2006.
8) Date of Receipt of completed Tenders
(Financial Bid & Technical Bid Separately) : - 10/08/2006. Upto 4.00 PM

Conditions : -
1) The application for purchase of blank tender forms should be submitted along with the contract Registration Certificate, Latest Income Tax and Sales Tax clearance certificate.
2) The Earnest Money Deposit shall be in the form of DD/FDR/Banker’s cheque/TDR/Bank Guarantee drawn on any Nationlised Bank / Scheduled
Bank or in the form of NSC duly pledged in favour of the Executive Engineer M.I.Division., Dharwad.
3) The contractor should produce original registration pass book while receiving blank tender forms.
4) The EMD of the rejected tenderers will be released after 90 days only.
5) Conditional tender will not be considered.
6) For qualifying the award of contract each tenderer in his name should have in the last five years, i,e. 2001-02 to 2005-06.
i) Achieved in at least two financial years a minimum annual financial turn over of Rs. 344.96 lakhs. (All Civil Engineering Construction works only).
ii) Satisfactorily completed as prime contractor at least one similar nature of work not less than Rs. 86.24 lakhs in the stipulated period.
Financial turn over and cost of completed works in the last five years shall be given weightage of 10% per year based on the
reference value to bring them to 2005-06 price level.
iii) Executed in any one year following minimum quantities of work.
a. Earth work Excavation : - 53154.00 Cum
b. Embankment Work : - 32560.00 Cum
c. Cement Concrete work : - 3848.00 Cum
For the above qualifications certified copies obtained from the officer not below the rank of the Executive Engineer shall be enclosed.
7) The tenderer should have the following on ownership or on lease basis. If on lease the letter of lease shall be enclosed.
i) Poclain/Excavator/JCB = 2 No.
ii) Lorry/Tipper = 4 Nos.
iii) Concrete Mixer = 4 Nos.
iv) Dewatering Pumps (10 HP) = 2 Nos.
v) Vibrator (Pin/Table) = 4 Nos.
8) Certificate regarding availability of a project manager with an experience of not less than 5 years in execution of similar work and other experienced staff, shall be enclosed.
9) The contractor should have sufficient man power for executing the work.
10) Liquid assets / line of credit of not less than Rs. 51.75 lakhs / letter of credit issued by scheduled / Nationalised banks for meeting financial capacities for this work shall be enclosed.
11) All the documents enclosed in support of Technical Bid shall be attested by Notary or Gazetted Officer.The original documents should be brought at the time of opening of the tenders.
12) The right to accept or reject any or all the tenders without assigning any reasons rests with the competent authority.
