VILLAGE BOARD
JANUARY 6, 2015
The Village Board of Combined Locks was called to order by President John Neumeier. Trustees in attendance included: Ruth Wulgaert, Jim Ponto, Beth Sewall, Justin Krueger, and Rick Strick.Roger Kirch was attending via telephone.
Also in attendance were: Clerk-TreasurerRacquel Shampo-Giese, Fox Valley Metro Police Chief Erik Misselt, Public Works Foreman Ryan Swick, andJudy Hebbe of the Times Villager.
Under Public Comment, President Neumeier asked for a moment of silence for George Bosch and Ron Weigman. George was a Village President and very involved in the community, and Ron was the husband of retired Deputy Clerk-Treasurer Rosie Weigman.
The first item on the agenda was to review and consider approval of the minutes and bills. R. Strick made a motion to approve the minutes. B. Sewall seconded the motion, and it passed unanimously. R. Wulgaert made a motion to approve the bills as presented. R. Strick seconded the motion, and it passed unanimously.
The next item on the agenda was the Clerk-Treasurer’s report. She reported that the office has been busy with tax collections, completing documents for the water and sewer loans and year end tasks. She also reported that the ballot order for the 04/07/15 spring election was drawn by lot. The order for trustees is: Ruth A Wulgaert, Cathy Vander Zanden and Justin Krueger. The Clerk-Treasurer also reported that the $3.3 million debt proceeds were received. $2.4 million will be used at the end of March to refund current bonds, and the balance is for street projects.
The next item on the agenda was the Police report. The Chief explained that he did not have any news to report. President Neumeier expressed gratitude to the Police Department for their service on behalf of the Village. It was also noted that Friday, January 9, 2015, has been proclaimed National Law Enforcement Appreciation Day. Citizens are asked to wear blue and display blue lights on their homes.
The next item on the agenda was the Public Works Foreman’s report. He reported that approximately 2.8” of snow fell during the month of December for a total of 11” so far this winter. 18 tons of salt were used, which leaves the salt supply at 145 tons. The Foreman explained that December projects included: trimming terrace trees, inspecting businesses for FOG (Fats, Oils & Grease) compliance, completing the HOV Metro Sewerage District annual report, completing the Tree City USA application, prepping for the 2015 sanitary sewer and street improvement projects, and replacing and inspecting water meters. The Foreman reported that January projects include: snow plowing and snow removal, Christmas tree collection and chipping, terrace tree trimming, additional sanitary sewer and street improvement project preparations, and completing multiple annual reports.
The next item on the agenda was to review and consider approval of Resolution 2015-1 regarding recognition of adult school crossing guards. The resolution was read aloud and recognized the invaluable service the adult school crossing guards provide to our community and students. The regular crossing guards at Janssen Elementary School in Combined Locks are June Subert, Sue Mantei and Luella Opsteen. R. Wulgaert made a motion to approve Resolution 2015-1 as presented. B. Sewall seconded the motion, and it passed unanimously.
The next item on the agenda was to review and consider Resolution 2015-2 regarding support of the League of Wisconsin Municipalities efforts to work cooperatively with all levels of government to help Wisconsin be prosperous and competitive. The resolution was reviewed. J. Krueger made a motion to approve Resolution 2015-2 as presented. R. Strick seconded the motion, and it passed unanimously.
The next item on the agenda was to discuss and consider amending Ordinance Section 10-1-28 regarding parking of vehicles 13,000 pounds or 20 feet restricted. The Police Chief explained that he would like to see the length changed to 22 feet, as this would then encompass the larger trucks that are often parked in driveways. He explained that the weight and length are compatible with each other, and this change to the Combined Locks Ordinances will make all three communities the same. The matter was discussed briefly. B. Sewall made a motion to amend Ordinance Section 10-1-28 as presented. J. Krueger seconded the motion, and it passed unanimously.
The next item on the agenda was to review and consider 2015 wages for non-represented employees. The President reminded the Board of the previous discussions regarding the wage increase for 2015. The matter was discussed briefly. B. Sewall made a motion to approve the 2% wage increase as presented. R. Strick seconded the motion, and it passed unanimously.
In other general business, the Clerk-Treasurer reported that a home and adjacent vacant lot on Park Street might be sold to the Kimberly Area School District. The area is zoned Residential Single Family, and schools are accepted uses for the zoning. If sold, the area will not have to be rezoned. She also shared a letter from the HOV Metropolitan Sewerage District with the Board, which announces Glen Geurts as the new District Manager replacing retiring Mark Surwillo. Glen has been employed with HOVMSD for 31 years and looks forward to a working with the Village.
J. Ponto made a motion to adjourn the meeting. B. Sewall seconded the motion, and it passed unanimously.
