For the supply of ICT Contractor services to the Department of Foreign Affairs and Trade under the Deed of Standing Offer between the Commonwealth of Australia represented by the Department of Human Services and the Service Provider, dated 1 September 2012.

4. / Purpose / The Information Management Division is seeking the services of One (1)PeopleSoft Test Managerto develop the test strategy and plans, manage and co-ordinate the testing effort, and provide status reports on test preparation, execution and outcomes for the PeopleSoft Upgrade Project.
The successful candidate must have experience in similar roles, be proficient with PeopleSoft testing requirements and design with a sound understanding of HR and financial management processes and practices.
This position will report to the functional lead for day to day management.
The required personnel will be required to commence as soon as possible.

6. / Specified Personnel services
Primary duties / The PeopleSoft Test Managerwill perform specialist duties including:
  1. Review and refine the PeopleSoft Upgrade Project test strategy;
  2. Design the test plans for multiple test phases (including: functional, SIT, UAT, payroll parallel, performance);
  3. Manage and co-ordinate the development of test cases and test scripts, and provide QA of test preparation and materials for all test phases;
  4. Manage and co-ordinate the execution of testing within the project team and with wider UAT participants;
  5. Provide status reporting on test preparation, execution and outcomes, including defect management.

7. / Secondary duties /
  1. Provide specialist PeopleSoft functional knowledge and support to the project team;
  2. Assist in QA review of project artefacts.
The PeopleSoft Test Managermay be required to provideadditional support to the Functional Lead, Solution Architect and Project Manager on project related tasks.

12. / Formal qualifications or licences required / Relevant tertiary qualifications or relevant industry experience in an IT/HR environment similar to DFAT’s.
13. / Skills required (technical/business/product skills) / Essential:
  • 5+ years’ experience working with PeopleSoft HCM that includes:
  • Strong understanding of PeopleSoft HCM.
  • Experience with PeopleSoft v8.9 and v9.2 (Functional) is mandatory
  • Expert PeopleSoft implementation experience
  • Experience in design and managing test activities for PeopleSoft upgrades or implementations;
  • Experience in preparation of materials for board presentations, stakeholder engagement and knowledge transfer.
  • Experience with PeopleSoft ELM highly regarded.

  • Good knowledge of PeopleSoft suite of offerings;
  • Extensive understanding of ICT concepts and the system development lifecycle;
  • Ability to communicate, both written and orally, to a wide audience including project team members, executive and board;

  1. Demonstrated experience and qualifications in test management for PeopleSoft implementations or upgrades;
  2. Experience working within a large and complex IT environment;

18. / Other DFAT requirements / Provide monthly timesheet as per contract with project/cost centre breakdown
24. / Termination of Work Order / DFAT may terminate a work order by giving the service provider 5 business days written notice. Should the service provider terminate the work order, 30 days’ notice is required. If a work order is so terminated, DFAT is liable only for payment of specified personnel services rendered before the effective date of termination.
