2.Service delivery to 30 June 2016
All Inclusion and Professional Support Program (IPSP) providers are required to continue to meet the service delivery obligations outlined in their Funding Agreements 2013-2016 until the Project Period End Date of 30 June 2016; this isto ensure there is no gap in support to eligible early childhood and child care (ECCC) services. Please refer to below table for each provider’s key service delivery.
Provider / Key area of service deliveryNational Inclusion Support Subsidy Provider (NISSP) / Undertake administration of Inclusion Support Subsidy (ISS), including assessing applications nation-wide
Inclusion Support Agency (ISA) / Facilitate access to Flexible Support Funding (FSF) and Inclusion Support Subsidy (ISS) for ECCC services in their ISA region; and administer FSF
Professional Support Coordinator (PSC) / Provide professional development that meets the needs of ECCCservices in their state/territory; and facilitate access to Bicultural Support, Specialist Equipment andthe IPSP OnlineLibrary
Indigenous Professional Support Unit (IPSU) / Provide support that meets the needs of Indigenous focused Budget Based Funded (BBF) services in their state/territory
3.Administration and coordination to 30 September 2016
The Funding Agreement includes reporting and administration requirements that must be met up until the Funding Agreement End Date of 30 September 2016. These reporting and administration requirements relate to:
- Final reports as per the 2013-16 Funding Agreement schedule; and
- The processing and payment of weekly claims for ISS and FSF, for up to 60 days afterthe final week of support in 2015-16 (the final week of support in 2015-16 is theweek ending 3 July 2016 which encompasses the Project Period End Date of 30 June 2016).
ISA specific requirements
ISAs are responsible for assessing FSF applications and can approve FSF for up to 12 months; however, in the final year of the IPSP they can only approve FSF up to Project Period End Date, that is, the cut-off support date of30 June 2016.
The department will issue a separate Transition Information Notice (TIN) specific to ISAs.
NISSP specific requirements
The department will also issue a separate Transition Information Notice (TIN) specific to the NISSP.
4.Final Reporting Requirements
Final reporting requirements are for the financial year 2015-16; the reporting period covers 12months from 1 July 2015 to 30 June 2016.The final reporting templates will be sent to IPSP providers by their state/territory Funding Agreement Manager before 30 June 2016.
Final Annual Report
The Final Annual Report is due to the Department on 31 July 2016.
The Final Annual reporting requirements are similar to the previous year’s annual report. The only change made to the Final Annual Report has been to the Exception Report which no longer asks providers to include strategies for the future.
The Annual Report is made up of:
Component / Purpose1) Data Report / Collection of data, such as number of services supported, to measure program performance and effectiveness in accordance with the requirements of the Funding Agreement.
2) Key Achievements Report / Recognition ofnotable achievements/activities as per the Annual Work Plan; including “good news stories”
3) Exception Report / To report on activities not undertaken as planned in the Annual Work Plan; and identify emerging needs and challenges.
Final Audited Financial Acquittal
The Final Audited Financial Acquittal is due to the department on 30 September 2016.
The Final Audited Financial Acquittal Report must include any income earned from the use of IPSP funding as it forms part of the Funding. This includes interest and fees generated from the provision of services.
The Final Audited Financial Acquittal Report will also include administration expenditure which will be incurred from July to September 2016 (in the 2016-17 financial year) but relates to the 2015-16 financial year.For example, salaries/wages for staff to prepare the final reporting requirements and to process FSF/ISSclaims
Most importantly, providers are required to identify any unexpended funds from the 2013-2016 Funding Agreement period.
5.Management of unexpended funds
Any funding allocated under the 2013-2016 Funding Agreement that remains unspent by the Funding Agreement End Date of 30 September 2016, that is Surplus Funds, must be repaid to the Department of Education and Training.
IPSP Providers will be issued an invoice for any recoverable amount once the department has accepted the final Audited Financial Acquittal Reports. Any Recoverable Amount must be repaid to the department in full within 20 business days of receiving notice.
- Assets
The department will issue a separate Transition Information Notice for the handling of assets, including Specialist Equipment, purchased under the 2013-2016 Funding Agreement.
7.Records
The department will issue a separate Transition Information Notice for the handling of IPSP provider records created under the 2013-2016 Funding Agreement.
