PLANNED IMPLEMENTATION OF ELECTRONIC FINGERPRINTING FOR INDIVIDUAL PROVIDERS (IP) AND HOME CARE AGENCY PROVIDERS (HCA)
Purpose: / To provide an informational update on electronic fingerprinting and describe the process for completing background checks using electronic fingerprinting for IPs and HCAs upon implementation.Background: /
- RCW 43.20A.710and RCW.43.43require the department to complete fingerprint-based background checks on IPs and HCAs that have lived in the state less than 3 consecutive years (see MB H08-029).
- Statewide, there has been a high rejection rate and long delays in completing the background check process.
- Children’s Administration (CA) and ADSA havepartnered to develop a contract with Integrated Biometric Technology (IBT) to completefingerprinting for ADSA and CA, in order to increase the timeliness and efficiency of the process, and to significantly reduce the rejection rate.
- The department will continue to pay for the fingerprint-based background checks as they do now, through a monthly charge back from BCCU to ADSA.

Clarified / Specific details on IBT will be provided to you before implementation through an MB and will also be available on the IBT website Here is additional information:
- IBT will provide twenty-two electronic fingerprinting locations/sites.Locations/sites were determined through data provided to IBT from BCCU, and additional sites were added based on feedback from department representatives and stakeholders.
- The following locations will be open on July 1, 2008:
- Everett: PSI 1010 SE Everett Mall Way, Suite 208, Everett
- Federal Way: PSI 500 S 336th St, Suite 220, Federal Way
- Olympia: PSI 3435 Martin Way E, Suite 1, Olympia
- Spokane: PSI 9612 E Sprague, Suite 206, Spokane
- Vancouver: PSI 9013 NE Highway 99, Suite F, Vancouver
- Yakima: 1101 Yakima
- The other locations will be phased in by the end of July.
- Appointments for fingerprinting may be scheduled through the IBTCallCenter or on the website.
- The CallCenter is open from 8:00-5:00, and the toll-free number is 1-888-771-5097.
- The website can be accessed seven days a week, twenty-four hours a day at
- Information on the website will be available in 23 languages.
- Call centers will provide interpreters in English, Spanish, and Russian.
- Several sites will offer Saturday appointments.
ACTION: / Follow the attached instructions of the IP Fingerprinting process. There is a process for those with Web-based background check access and one for those without web-based background check access.
Applicants may schedule their own appointment for fingerprinting, or AAA/HCS/HCQA staff may schedule the appointment for the applicant.
