4. English Language Arts/English Language Development (ELA/ELD) Subject Matter Committee
A. The English Language Arts/English Language Development Framework (ELA/ELD Framework) for California Public Schools, Kindergarten through Grade Twelve, 2014 Revision (Information/Action)
The ELA/ELD SMC will review all the recommended revisions to the chapters of the draft ELA/ELD Framework, discuss revised draft Chapter 7, and take action to forward the draft ELA/ELD Framework to the Instructional Quality Commission (IQC) for approval. The IQC will take action to recommend the draft ELA/ELD Framework to the State Board of Education (SBE) and direct the Curriculum Frameworks and Instructional Resources Division (CFIRD) staff to post it online for a 60-day public review and comment period once any agreed-upon edits have been made.
1. Public Hearing on the Draft ELA/ELD Framework(Time Certain – 10 a.m.)
The public hearing provides an opportunity for members of the public to provide comments on the draft ELA/ELD Framework before the ELA/ELD SMC begins to discuss the recommended changes to the draft chapters. The public hearing may begin after, but not before, the time listed as “Time Certain” on the public meeting notice.
Members of the public may also provide comment under Items 2 and 3.
2. Discussion on Edits to the Draft ELA/ELD Framework (Information/Action)
The ELA/ELD SMC will discuss the recommended revisions and Chapter 7, which has been revised by the framework writersbased on directions from the ELA/ELD SMC, and come to consensus on any additional edits. Please come prepared to discuss any changes you would like the ELA/ELD SMC to consider. You may want to have a written copy of your suggestions.
Edits on which there is consensus will be part of the motion when the ELA/ELD SMC takes action under Item 3. The full IQC will consider the ELA/ELD SMC edits and may make additional edits. Any edits approved by the full IQC will be incorporated by the writers and the CFIRD staff.
3. Subject Matter Committee Approval of the Draft ELA/ELD Framework (Action)
The ELA/ELD SMC will take action to incorporate edits on which there is consensus and recommend that the IQC forward the framework, once edited by the CFIRD staff and framework writers, to the SBE for adoption. Before the SBE can take action to adopt the ELA/ELD Framework, the draft framework must be posted for a 60-day public review and comment period. The CFIRD staff anticipates that the draft ELA/ELD Framework will be posted at the beginning of May 2014. Comments received during this review period are provided to the SBE for consideration before the SBE takes action on the framework in July 2014.
B. 2015 ELA/ELD Instructional Materials Primary Adoption (Information)
Instructional Resources Unit staff will provide an update on the progress of the 2015 ELA/ELD Instructional Materials Primary Adoption.
