ToR for hiring a consultant /consultancy firm to provide logistical and managerial support to MI for conducting training workshops for Supporting the Government of Pakistan to intensify and sustain the nationwide intensified VAS monitoring strategy for VAS Round 2

  1. Background:

Vitamin A deficiency is a public health problem of significance in Pakistan. The National Nutrition Survey (NNS), 2011 showed that 56% of children age 6-59 months were found vitamin A deficient, of which 20.9% were severely deficient and 33.1% were mildly deficient. Micronutrient Initiative (MI) demonstrated intensified monitoring strategy for VAS in a pilot project in 6 districts and then scaled it up to all the 24 districts identified with low coverage for vitamin A in the coverage validation survey conducted in 2010. The intensified monitoring strategy has now been adopted by the government and scaled up to all the districts of the country. MI therefore proposes to support the Government of Pakistan both at national and at provincial level with critical capacity building and evaluation support.

  1. Objectives:

The objective of this assignment is to hire a consultant/consultancy firm to provide logistical & managerial supportto the Government for conducting capacity building activities for the VAS Round 2 to be held in October – December 2017.

3. Scope of work

Provide support in Planning and execution of training activities for provincial and district Focal Persons on Vitamin A Supplementation (VAS) program:

  • Providing financial and logistics assistance forconductingtraining activities,for a well-timed execution.
  • Assessment of training through pre and post-tests with regard to quality of training and change in knowledge and skills of participants.
  • Financial control and management of all the activities to ensure that procedural formalities are adhered to.

4. Tasks and related activities to be conducted by the firm

Planning, logistical and administrative support for execution of training activities for the provincial/district focal persons(Approx 75 participants in two training sessions) on VAS

Activities

  • Organize training workshops, through venue setting and logistics arrangement in coordination with the Nutrition International formerly known as MI and DoH.
  • Invite the Nutrition identified listof trained government staff to be the main resource persons for these trainings.
  • Co-ordinate with Nutrition InternationalProvincial Managers/ National Program Manager for VAS program who will also be the resource persons.
  • Conduct pre-post training assessments with regard to quality of training and changes in, knowledge and skills of the participants.

Deliverables

Abrief report on the trainings to be submitted within 7 days after completion of each training activity. The report should contain the following sections along with details of the activities carried out:

  • Total number of persons trained in each province along with signed attendance sheet of the participants where applicable.
  • Results on change in knowledge and skills as a result of these trainings.
  • Suggestions and recommendations for addressing the shortcomings faced during the trainings.
  • Final financial statement based on the allocated budget along with all the supporting documents (commercial invoices, per diem claim forms, and receipts).

Any other tasks:Any other related activities to be provided in mutual agreement of the firm and Nutrition International to support implementation of VAS Program in the project areas.
