ACTION:

ON MOTION of Director Slater, seconded by Director Roberts, the Sanitation Districts approved the Statement of Proceedings/Minutes for the meeting of March 12, 2003.

SEWAGE TRANSPORTATION AGREEMENT BETWEEN THE LAKESIDE SANITATION DISTRICT/ALPINE SANITATION DISTRICT AND THE CITY OF SAN DIEGO (DISTRICT: 2)

OVERVIEW:

The Alpine Sanitation District and Lakeside Sanitation District convey wastewater flows to the City Metro System (Metro) for treatment and disposal at the Point Loma Wastewater Treatment Plant. This conveyance system relies on the City of San Diego “Municipal” wastewater system for transporting sewage to Metro. City policy requires that whenever another wastewater agency conveys sewage through the Municipal system to access Metro, a Sewage Transportation Agreement must be approved between the affected agencies.
This is a request for Board approval of a Sewage Transportation Agreement between the Alpine/Lakeside Sanitation Districts and the City of San Diego. This Agreement authorizes continued use of the City’s Municipal System for conveyance of Alpine/Lakeside wastewater flows to Metro.
This request includes authorization to reimburse the City for sewerage system upgrades to the Mission Gorge Interceptor System which is utilized by the Districts. This reimbursement totals $6,237,522 (Alpine Sanitation District share is $873,253; Lakeside Sanitation District share is $5,364,269). One-half, $3,118,761, is due within ninety days following Board and City Council approval of the Agreement. The remaining amount is to be paid in five annual installments, with interest.
It is further requested that the Board direct the Chief Administrative Officer to review Board Policy I-106, “Establishment of Priorities for Limited Sewer Capacity in the Mission Gorge Trunk Sewer Line” and return in 120 days with proposals for amendment (or repeal), since the East Mission Gorge Interceptor Sewer Improvements are now completed.

FISCAL IMPACT:

This request will require establishment of appropriations. Funding source is Expansion Reserves for the Alpine Sanitation District and Lakeside Sanitation District. If approved, this request will result in $3,118,761 current year cost, $691,335 annual cost, and will require the addition of no staff years. There will be no fiscal impact to the County General Fund as a result of this action.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
  1. Find, in accordance with Section 15060(c)(3) of the California Environmental Quality Act Guidelines, that this Agreement is categorically exempt from environmental evaluation as this activity is not a project as defined by Section 15378.
  2. Approve and authorize the Clerk of the Board to execute two copies of an Agreement titled Lakeside/Alpine Sewage Transportation Agreement.
  3. Establish appropriations of $436,627 in the Alpine Sanitation District for payment to City of San Diego for capital improvements and expansion, based on Expansion Reserves available in the Alpine Sanitation District. (4 VOTES)
  4. Establish appropriations of $2,682,134 in the Lakeside Sanitation District for payment to City of San Diego for capital improvements and expansion, based on Expansion Reserves available in the Lakeside Sanitation District.
  5. Direct the Chief Administrative Officer to return in 120 days with recommendations as to whether Board Policy I-106, Establishment of Priorities for Limited Sewer Capacity in the Mission Gorge Trunk Sewer Line should be amended or repealed.

ACTION:

ON MOTION of Director Slater, seconded by Director Roberts, the Board of Directors withdrew this item at the request of the Chief Administrative Officer, on Consent.
