Government of Georgia (GoG) has received a grant from the Government of the United States through the United States Agency for International Development (USAID) toward the cost of the Improved Infrastructure, Economic Opportunities, and Support for Internally Displaced Persons, and intends to apply part of the proceeds of this grant to payments under the contract for Rehabilitation Works of 8 Former Hospitals and 27 Collective Centers for IDP (Internally Displaced Persons) Housing namely, for following 7 lots described below:

1. Rehabilitation Works of 3 Former Hospitals for IDP (Internally Displaced Persons) Housing in Imereti Region (Khoni and Bagdati), USAID/W/ICB/007-Lot 1-2013
2. Rehabilitation Works of 5 Former Hospitals for IDP (Internally Displaced Persons) Housing in Shida Kartli, Samtskhe Javakheti and Mtskheta-Mtianeti Regions (Khashuri, Borjomi, Mukhrani and Kaspi), USAID/W/ICB/007-Lot 2-2013
3. Rehabilitation Works of 10 Collective Centers for IDP (Internally Displaced Persons) Housing in Imereti Region (Kutaisi), USAID/W/ICB/007-Lot 3-2013
4. Rehabilitation Works of 8 Collective Centers for IDP (Internally Displaced Persons) Housing in Imereti Region (Kutaisi), USAID/W/ICB/007-Lot 4-2013

The applications may be made for prequalification for one or more of the Lots (Contracts), or for all Lots together.
The Municipal Development Fund of Georgia intends to prequalify contractors and/or firms for execution of reconstruction/renovation works of 35 buildings. It is expected that invitations for bid will be made in September, 2013.
The selected Contractor (selected for one or more than one Lots) will be required to provide, at a minimum, the following works at each site, as specified on the architectural drawings to be provided at a future date; General description of the works to be conducted given below:
Removal of existing: doors, windows, lighting and wiring, plumbing, gas piping, heating or ventilation equipment, elevators, flooring, wall coverings or plaster works for walls to remain, internal furniture or equipment, and roofing, if to be replaced.
For roofing or some plumbing, if it contains asbestos, then remediation of the material will be required. Demolition and removal of selected interior walls, and reconstruction of stairways, as required.
Installation of new partition walls, plumbing, electrical wiring, lighting fixtures, windows, doors, flooring, stair ways, bathrooms with fixtures, kitchens with sink and stove, gas heating equipment, hot water heater, roof, exterior finish, painting, gutters and down spouts.
Cleaning of the exterior grounds within the redlines and installation of new parking, landscaping, fences or walls, play structures, lighting, drainage, utility connections for water, gas, sewer and access ramps for the disabled.
Construction of the autonomous backup water supply system and structural reinforcing may be required in some locations.

Municipal Development Fund of Georgia (MDF) invites sealed applications from eligible Applicants (Prequalification is open to all applicants listed in USAID Geographic Code 937, as defined by USAID source and nationality regulations 22 C.F.R. Part 228 (http://www.gpo.gov/fdsys/pkg/FR-20101-10/html/2011-33240.htm), or 110 [currently the United States, Georgia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan] in effect on the date of acquisition) for the Rehabilitation Works of 8 Former Hospitals and 27 Collective Centers for IDP (Internally Displaced Persons) Housing (7 lots).
Interested eligible Applicants may obtain further information, and inspect the prequalification documents, from the Municipal Development Fund of Georgia (MDF) office at the address below, from 10:00 to 18:00 Monday through Friday.
A complete set of Prequalification documents, in English language, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of two hundred Georgian Lari (200 GEL) or equivalent. The method of payment will be direct deposit or transfer to the Account:

Pre-application conference will be held at 12:00 hours, July 11, 2013 at 150 David Aghmashenebeli Avenue, 0112, Room 316, 3rd floor, Tbilisi, Georgia, Municipal Development Fund’s office.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 17:00 hours, July 25, 2013 and be clearly marked “Application to Prequalify for Rehabilitation Works of 8 Former Hospitals and 27 Collective Centers for IDP (Internally Displaced Persons) Housing”.
Municipal Development fund will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of Applications.
In the comparison of applications, only and all those factors, methods, and criteria specified in Section III, Qualification Criteria and Requirements, will be used, and in accordance with the provisions stipulated in the Instructions to Applicants.
Applicants will be advised in due course, of the result of their applications. Only Applicants prequalified under this process will be invited to bid for Rehabilitation Works of 8 Former Hospitals and 27 Collective Centers for IDP (Internally Displaced Persons) Housing (7 lots).
