National Entitlement Card Information
The South Ayrshire NEC Card is the Council’s smart card. It is available free of charge to South Ayrshire residents between the ages of 11 and 25.
The South Ayrshire National Entitlement Card is part of the National Entitlement Card scheme. This scheme is promoted by the Scottish Government in partnership with local authorities, and offers a nationally-recognised smart card giving access to benefits and services across Scotland. Your new card will have South Ayrshire branding on one side and the National Entitlement Card branding on the other. The front of the card will show your name and date of birth, the card number, the card expiry date, the PASS hologram, and your photograph (you do not need to provide this, as a photographer will be visiting your school shortly to take pictures for the card).
The card will be the main way to access cashless catering at all of the Council’s secondary schools.
Who will process my personal data?
The information which you provide on the application form will be held and processed by the Council and its agents. The Council is the ‘data controller’ for the purposes of the Data Protection Act 1998. Under the Act you are entitled to access the information held about you. If you wish to do this, you should submit a written subject access request to the Data Protection Officer at the Council. A charge may be made for this information.
How will my details be used?
The Council will check the information you provide against information held about you by the Council to ensure its accuracy. We will use this information, together with your photograph, to produce and manage your card within the National Entitlement Card administration system, and to create a Citizen’s Account for you, containing your basic personal details. The Council and South Ayrshire Young Scot may also use this information to contact you with details of future offers, events and news, unless you have indicated on the form that you do not wish to receive these.
We would also like to share your personal details with departments and agents of the Council, other Scottish Councils, Young Scot, the Scottish Executive and their agencies, and the Registrar General. Sharing information with these bodies will not result in you receiving junk mail, but will benefit you and us by:
- ensuring that your personal details are correct and up-to-date wherever these bodies hold them
- helping us to identify other public services that you may be eligible for now
- allowing us to contact you automatically if you become eligible for new services in the future
- allowing us to pass your basic information to other departments (e.g. libraries) to make it simpler and quicker for you to apply for their services
- saving us repeatedly asking you for the same information and documents when you apply for new services.
You can choose not to give your consent to this data sharing by ticking a box on the form, in which case your Citizen’s Account will not be activated and future services will need to be applied for separately, in person, each time.
Young Scot
Your new National Entitlement Card will carry the Young Scot branding giving you access to all of the Young scot information services, as well as discounts and special offers in over 1,800 places in Scotland and in over 200,000 places in 42 European countries. The new card will also carry the PASS hologram, meaning you can use it as a proof of age card across the UK. You can find more information at
