Job Title: Head of Clinical Services
Responsible to :Chief Executive
Salary Range:£ 47,092 -£58,217 per annum Band 8B
Qualifications/Experience:1st level Registered General Nurse
At least 5 years’ management experience
Educated to degree level / equivalentexperience
Job Summary
The Head of Clinical Services is part of the Hospice’s Senior Management Team reporting directly to the Chief Executive. The postholder will:
- Contribute to the overall strategic development of the Hospice, to ensure the delivery of effective and efficient clinical service which reflect the vision and mission of the Hospice.
- Have overall responsibility for all clinical departments, i.e. Day Hospice, Hospice at Home, Adult Counselling Service and Young People’s Services, and will ensure the development, implementation and monitoring of departmental objectives, to ensure the delivery of high quality care to patients and their families.
- As a line manager will lead, motivate and support the clinical teams to enable care which meets the standards of the Care Quality Commission and governance framework.
- Lead on clinical developments ensuring effective communication and team working internally and with external stakeholders.
- Deputise for the Chief Executive as required.
Key Responsibilities
Leadership
- To be the Registered Manager of the Hospice developing, implementing and monitoring all processes to ensure compliance with the Care Quality Commission Regulations and Standards.
- Undertake the role of Caldicott Guardian for the Hospice.
- Ensure compliance with legislation and regulatory bodies, including the Care Quality Commission (CQC), Nursing and Midwifery Council (NMC), General Medical Council (GMC) and Health and Safety Executive (HSE).
- Advise the Chief Executive and Board of Trustees of necessary legislative, policy or operational changes in regard to the delivery of clinical services, ensure effective implementation strategies are in place to maintain compliance.
- Working in partnership with other service providers, develop, regularly review and update the clinical strategy to meet current and future palliative care needs.
- Build and maintain good working relationships with partner organisations, supporting formal partnerships the Hospice has in place, to ensure all services are provided in a collaborative, cohesive approach.
- Ensure all clinical service departments’ activities are fully compliant with the Hospice’s mission, vision and values.
- To be a member of the Hospice Clinical Governance Committee, leading on the management of all governance and quality matters relating to care and the environment, ensuring these are disseminated to all appropriate members of the organisation.
- Lead for Infection Prevention and Control.
- Ensure the development, implementation and monitoring of service developments/ clinical projects, liaising with external stakeholders as appropriate.
- Lead on the effective management of the care delivery, ensuring all policies and procedures are reviewed, maintained and followed, in particular; safeguarding, medicines management, record keeping, safety alerts, significant events and complaints.
- Develop the use of IT within clinical services to improve data collection / communication systems.
- Deputise for the Chief Executive as required.
- Increase the awareness and understanding of palliative care and Hospice services to the wider community.
Management
- Direct line management responsibility for:
- Lead Nurse for Quality (Band 7)
- Adult Counselling Services Lead (Band 6)
- Children’s Bereavement Service Lead (Band 6)
- Transitional Care Team Leader (Band 6)
- Youth & Community Worker (Band 6)
- Hospice Chaplain (Band 6)
- Provide written reports to the Chief Executive and Trustees as requested.
- Ensure the implementation and monitoring of clinical departmental objectives.
- Build and maintain good working relationships with partner organisations, to ensure services are provided in a co-ordinated, collaborative approach.
- Ensure all clinical activities are fully compliant with the Hospice’s vision, mission and values.
- Contribute clinical information to inform fundraising applications.
- Work with Head of Finance and the Chief Executive in assessing business risk and continuity planning.
- Actively participate in the annual budget setting process by preparing and planning relevant budgets with the Chief Executive and the Head of Finance.
- Ensure the efficient and cost effective management of all clinical services.
- Responsible for signing-off monthly timesheets and travel expense claims to ensure accuracy.
Clinical
- To provide leadership, support and supervision to the clinical teams, to uphold the highest professional and ethical standards.To ensure the Hospice remains clinically led and clinically accountable.
- To lead, motivate and support the clinical teams to ensure that all clinical service departments’ activities are fully compliant with the Hospice’s mission, vision, values and strategic objectives.
- Ensure that all clinical services are in accordance with agreed policies and procedures, evidenced based best practice and have identified outcomes.
- To increase awareness and understanding of palliative care and Hospice services to the wider community.
- To develop relationships and work closely with others working in the field of palliative care, developing partnership working with other agencies.
- Undertake teaching in-house and externally as required.
Other Duties
- To be aware of the importance of good public relations to the reputation of the Hospice and its support in the community. To present the work and aspirations of the Hospice to visitors and groups, when required.
- Represent the Hospice at Fundraising / PR events as appropriate.
- Abide by all Hospice Policies and Procedures
- Undertake all mandatory training as required
- Participate in annual appraisal and personal development review
- The post holder must familiarise themselves with Health & Safety Management – from a personal perspective and the Hospice as a whole.
- Promote the hospice’s vision, values and strategic objectives.
- Any other duties commensurate with the post and as requested by the Board and/or the Chief Executive.
This job description is subject to periodic review in negotiation with the post-holder and may be revised/updated as service requirements change/develop.
