5.0 REGULATORY REVIEW, COMMENTS AND COORDINATION

The Project’s review under the Massachusetts Environmental Policy Act, M.G.L. c. 30, §§ 61 through 62H, inclusive (MEPA) has been completed; the Secretary of the Executive Office of Energy and Environmental Affairs issued a Certificate on the Final Environmental Impact Report (FEIR) on May 15, 2009, finding that the FEIR complied with MEPA.

The Project received an Order of Conditions from the Revere Conservation Commission on June 3, 2009 in accordance with the Massachusetts Wetlands Protection Act.

Agency coordination and community outreach are also discussed in Section 1.4.

5.1 EA Scoping

On June 4, 2009, a meeting was held at the office of the MBTA to establish the scope for the Project’s Environmental Assessment. The following agencies and persons participated in the meeting:

5.2 List of Agencies and Persons Consulted

Since mid-2007, throughout the planning for this Project, the Proponent has held monthly meetings with the City of Revere to discuss design, schedule, programming, and construction logistics. Mayor Thomas Ambrosino has been personally involved in those meetings and remains an integral part of the Project team. Due to this degree of coordination with the City, the community’s interests and concerns are directly reflected in the Project proposal.

During the Notice of Intent public hearing process in May 2008, the public and the Revere Conservation Commission had an opportunity to provide comments on the application. The MassDEP Wetlands and Waterways Division also reviewed the Notice of Intent application at that time.

5.3 Public Comment

The proposed action will be publicized by public notice in a local newspaper and will be made available to the public at Revere City Hall. A 30-day comment period will follow publication of the notice pursuant to 23 CFR 711.121(f). If no substantive comments are received, the Draft EA will become final, and this initial public notice will also serve as the final public notice. Substantive comments will be addressed as appropriate in the final documents.
