Minutes

A public hearing was opened by CP King at 7:00pm for discussion on the WW and Electric increases. In attendance were Phyllis and Kevin Shomaker, Jeff Resnick, Brenda Sigo. CVP Gick motioned to adjourn the meeting, CM Pool seconded and motioned carried.

The Chalmers Town Council met in a regular session on Monday 14th, 2016 in the Chalmers Town Hall. Present were council members Marcus King, Clark Gick, Pat Pool, Herb Chamberlain, and David Kurth. Also present were Town Manager Faith Willoughby, Utility Clerk Joyce Delashmit, Utility Supervisor Jeff Haynes, Town Attorney Rebecca Trent, and Town Marshal Gary Adams. Also in attendance were Fire Chief Ed Delashmit and incoming clerk treasurer Jeff Resnick. CP King called the meeting to order, then led all in the Pledge of Allegiance. Council read the minutes from the last general meeting on October 12th, and executive meeting October 6th and October 19th, 2015. CM Gick made a motion to approve the minutes, CM Pool seconded the motion. Motion carried by a vote of 5-0.

Utility rate ordinance drafts were discussed. CVP Gick motion for approval of electric rate increase of 5% and WW rate increase of 20%. CM Kurth seconded both and motioned carried.

Council members were to come in individually to the CT’s office to be sworn in the 2016.

CT elect Resnick updated the council on his training in Carmel and requested approval of funds for Boot Camp in Indianapolis in January.

No engineering report. TM Willoughby reported the smoke test will be conducted after Christmas.

CVP Gick motioned for the Salary Ordinance to be approved. CM Pool seconded and motion carried.

An attorney will need to be hired to handle the pole damage incident and CT Clawson will hand over CP King.

CVP Gick motioned for approval for the Personnel Ordinance policy, Cm Kurth seconded and motion carried. Ordinance 2015-14.

TM Willoughby presented the town report. It consisted of Jeff Haynes report and then TM Willoughby’s report. Faith is looking at upgrading the town cell phones with Verizon.

F3stivities for the State Bicentennial have started and CVP Gick motioned for Jack Thompson to be the torch bearer for the Town of Chalmers. Seconded by CM Kurth. Motioned carried.

Cash flow and delinquent reports submitted. CVP Gick motioned for approval of write offs, CM Pool seconded and motion carried.

Volunteer waiver was motioned for approval by CVP Gick, seconded by Cm Pool and motioned carried.

Bad Debt policy was motioned for approval by CVP Gick, seconded by CM Kurth and motioned carried.

The School/park agreement was motioned for approval by CVP Gick, seconded by CM Kurth and motioned carried.

TA Trent reminded the council that the Material Threshold policy needed to be finalized by July.

Elections: CP King nominated CM Kurth for the Park Board President. CVP Gick motioned for approval, CM Pool seconded and motion carried.

CVP Gick was appointed to the Tax Abatement Board and the Comprehensive Plan Board.

Claims were submitted. CM pool motioned for approval, CVP Gick seconded and motion carried.

No mention of who requested the meeting be adjourned.
