Guidelines for use and obtaining of ID Badges for access to HSE facilities

1.  HSE ID Badges

All HSE employees must use electronic ID badges. In order to receive an electronic ID badge an employee is required to submit his/her photo to the Office for Academic Mobility Administrative Support by e-mail. The ID badge is issued within one week.

The ID badge allows free access to all HSE facilities through the turnstiles and electronic doors following the rules and HSE internal regulations: from 8:00 to 23:00 (including access to computer classes) except Sunday. Residents of HSE dormitories have access to their places of residence from 6:00a.m. to 1 a.m. by their ID badges. Residents of the HSE Professors Guesthouse are allowed to exit and enter the facility 24 hours a day.

1.1  To enter/exit a building:

-  Touch your ID badge lightly against the electronic pad of the turnstile;

-  Make sure the green light (indication arrow) is on and then go through the turnstile (door).

In case of turnstile/electronic door failure :

-  Repeat the attempt within 30 seconds;

-  In case of repeated failure consult the security officer by displaying your ID badge to him/her. The turnstiles/electronic doors will be activated manually.

1.2 In case of loss or damage of the ID badge please contact Office for Academic Mobility Administrative Support.

Electronic ID badge remains the property of HSE. The ID badge holder must treat the ID badge with due care. Upon graduation from HSE or termination of the employment, the ID badge must be returned. In case the ID badge is not returned it will be deactivated and no further access to HSE facilities shall be allowed.

Sharing badges and/or using someone’s ID badge to access the HSE facilities is strictly prohibited. In case act of misusing the badge is revealed the security officer or facility administrator shall retrieve the ID badge. In this case the access to the HSE facilities will be allowed only by duly issued temporary pass.

1.3 ID badge handling instructions

The ID badges are electronic advices that require careful handling and storage.

It is not recommended to:

-  Expose the ID badge to cold below - 40° С and/or heat over +60° С;

-  Expose the ID badge to wet or aggressive influences;

-  Expose the ID badge to mechanical effects: bending, twisting or other;

-  Expose the ID badge to electromagnetic fields.

2.  HSE temporary pass

Temporary pass (TP) is a color paper card size 10x6,5 cm with a serial number, last name and initials, date, time and duration of visiting HSE facilities. It is valid in all HSE facilities notwithstanding the place of issue on presentation of identity document. Period of validity: from 14 days to 1 year (during 1 calendar year). Upon expiration of the validity period specified in the temporary pass, the TP is considered to be invalid and shall be returned to the issuing office.

2.1  To enter/exit a building:

To enter HSE facilities using the temporary pass, the visitor must carry identity document.

2.2  In case the temporary pass is lost, tattered or damaged the holder of the temporary pass shall contact the issuing office for replacement.

In case the pass control rules are violated (expiration of the temporary pass, sharing the temporary pass with other people) the temporary pass shall be retrieved by the security officers and handed over to the Office of Security.

3.  Electronic badge «Visitor»

An electronic badge «Visitor» is a two-sided yellow plastic card with serial and ID numbers. The badges are issued by the Pass and ID Office for the duration of 10 minutes to 10 hours during one business day. The badge is valid in the facilities where Pass and ID Offices are in operation (Masnitsky and Pokrovka campuses). The visitor may use the badge for one entrance only and at the exit from the building the visitor shall put the badge into the card collector.

N.B. You are fully responsible for your visitors during their visit.

3.1 To enter the building the visitor shall touch the electronic badge against the electronic pad of the turnstile. At the exit from the building the visitor shall put the badge into the card collector near the turnstiles. All visitors are required to carry their identity documents with them.
