BLACKPOOL, FYLDE AND WYRE HOSPITALS NHS FOUNDATION TRUST

1.0Matter for consideration

1.1The Committee to consider the “Trust Matters” update report on developments at Blackpool, Fylde and Wyre Hospitals NHS Foundation Trust.

2.0Recommendation

2.1To note the report and identify any further issues for scrutiny.

3.0Summary of key issues – Operational Performance Report

3.1The Trust generated a surplus of £0.4m in September resulting in a cumulative surplus of £4.8m after six months. This is currently £1.7m ahead of the forecast performance. The September cash balance is £1.9m ahead of trajectory. The Trust remains on track to deliver its financial targets for 2008/09.

3.2In relation to clinical performance the Trust continues to meet the delivery of the national 18-week referral to treatment target. Further key performance indicators are shown at Appendix 4 (a).

3.3The Trust continues to perform well in respect of the MRSA bacteraemia target. As at the end of September 2008 the Trust has reported 5 cases of MRSA bacteraemia, this represents the biggest fall in the North West and the fourth biggest in the country. The 5 reported cases compares with 21 in the same period in the previous year.

3.4The first Percutaneous Aortic Valve Replacement (PAVR) was carried out in the Lancashire Cardiac Centre on November 13th. The procedure was carried out jointly by cardiologists and cardiac surgeons with the support of anaesthetists and radiologists and involves an artificial valve being transported to the heart through a small hole in the groin. The procedure, which will be trialled on 20 patients initially, will offer an alternative to patients who are unsuitable for open heart surgery and who otherwise would develop progressive and irreversible heart failure and eventual premature death. The procedure has National Institute for Health and Clinical Excellence (NICE) approval.

3.5Lancashire & Cumbria Cancer Services Network have recently requested proposals from Blackpool, Fylde and Wyre Hospitals NHS Foundation Trust and Lancashire Teaching Hospitals NHS Foundation Trust for the delivery of Head and Neck cancer services for the Network.

3.6The Trust has submitted a proposal, which supports joint working with Lancashire Teaching Hospitals and Morecambe Bay Hospitals Trust, whilst delivering a high quality local service for patients across the Fylde Coast. The Network will consider the proposals and advise us of their decision in the near future.

3.7The Trust has a proven track record of providing timely, effective cancer care and we believe that we can continue to meet the needs of our local population and support the wider network.

3.8The NHS Next Stage Review Interim Report (October 2007) carried out by Lord Darzi reported that, despite sustained investment and improvement in the NHS over the past ten years, access to primary medical care services and the quality of those services, continues to vary significantly across the country. The report identifies improving access to primary care as a key priority if we are to deliver more personalised care that meets the needs of individuals and communities, especially those in more disadvantaged or deprived areas. Equitable Access to Primary Medical Care (EAPMC) will play a significant role in achieving more personalised care set out by Lord Darzi.

3.9The Trust has entered into a joint venture agreement with Bloomfield Medical Centre to bid for two schemes. The tender was submitted on the 10th November 2008, bidders will be notified by the 29th December with contract signing if we are successful by the 29th January 2009.

3.10The Trust is participating in the Leading Improvement in Patients Safety III (LIPS III) programme. The key objectives for the Trust next year will be to develop significant improvements in quality and patient safety. The key success criteria will be improvements in mortality rates and reduction in patient harms that consist of patient falls, medication errors, infections and other untoward incidents.

3.11The Trust recently held its annual Celebration Ball and Celebrating Success Awards. The evening was held at the Tower Ballroom and was a huge success. The categories and winners were as follows:-

  • Team of the Year Award

This award recognises the outstanding teamwork that goes on throughout the Trust. Applicants had to demonstrate how working as a team has helped to bring about service improvement or quality and the winner was the Clinical Decisions Unit.

  • Unsung Hero Ward

This award was looking for a member of staff who, in a role often not recognised, has consistently gone that extra mile to provide the best service possible for patients, visitors and other Trust staff and the winner was Phillip Hoare, Security Supervisor.

  • Partnership Award

This award recognises an individual or team who has developed successful partnership initiatives with other organisations such as PCTs, voluntary organisations and charities and the winner was Tania Few, Named Nurse for Safeguarding Children.

  • Inspirational Leadership Award

This award recognises excellent leadership approaches or leaders who can demonstrate positive and sustained impact on patients, service users and staff and the winner was Carol Turner, Lead Cancer Nurse.

  • Service Transformation Award

This award recognises a service for patients that has been truly transformed and the winner was the Surgical Pre-Operative Assessment Unit Team.

  • Patients’ Award

This award was chosen by the patients themselves for the person who deserves special recognition for their service excellence and the winner was Yvonne Timmins, Health Care Assistant.

  • Chairmans Award

This award goes to one of the winners of the other six award categories. It goes to the individual or team the Chairman feels has made the most outstanding contribution overall and the winner was the Surgical Pre-Operative Assessment Unit Team.
