Position Description

Position Title:Accounts Receivableand Rates Officer

Level:Level 4

Department:Corporate Services, Finance

Position Reports to:Chief Finance Officer

Position objectives:This position is responsible for managing the day to day operations of the accounts receivable and property and ratesfunction for the Shire Council in the community and surrounding ward.

Program objectives:Operate under the direction of the Chief Finance Officer and in accordance with Shire Councils corporate plans, policies and relevant legislation.

Division objectives:To provide a high standard of financial services and community services, supporting the health and well being of the community.

Key Responsibilities

Process accounts receivable transactions including:

  • Ensure that all invoices raised and processed are compliant with the requirement of GST legislation for tax invoices.
  • Creation and maintenance of credit note/adjustment notes to correct any invoices incorrectly raised.
  • Accurate receipting of both invoices and general money.
  • Obtaining correct authorisation to perform internal sales requisitions.
  • Accurate entry of GL Internal Journals.
  • Accurate creation of new debtors.
  • Creation and mailing out of end of month statements for each debtor with an outstanding balance.
  • Accurate preparation and depositing of Shire Banking.
  • Following up on all enquiries from debtors.

Process property and rates transactions including:

  • Maintenance of ratepayer database including land type and correct rate qualifications being recorded against the property.
  • Conducting accurate rate searches upon request.
  • Drafting the Rates Declaration for each financial year.
  • Accurate raising of rates for the new financial year including a due date plan.
  • Sending out reminder notices and final notices for all unpaid rates.
  • Monthly processing of interest on all outstanding rates
  • Conducting the annual financial year mining lease update and pension rebate spreadsheet.
  • Accurate receipting of all rates through cash, cheque or BPay payments.
  • Conducting and issuing supplementary rates runs and notices when necessary.
  • Following up on rates notices returned to sender due to incorrect address.
  • Following up on all enquiries from ratepayers.
  • Ensuring that the council complies with all aspects of the Northern Territory Local Government Act of 2008 Chapter 11 Rates and charges.
  • Adhere to Councils Policies, including all Financial Management Policies and specifically Rate Recovery Policy.

Selection Criteria

Skills and Knowledge:

  • Demonstrated ability to effectively process data using computer based financial systems and an ability to use various word processing and spreadsheet software packages.
  • Ability to work with minimal supervision in a team environment.
  • Strong communication & time management skills
  • Ability to organise and achieve own workplace objectives.
  • General knowledge of the Financial Management Act, Treasurer’s Directions, Procurement and other Government financial policies and practices
  • Sound knowledge of the principles of Occupational Health & Safety.

Qualifications and / or Experience:

  • An appropriate tertiary qualification or financial experience.

This appointment is a full time permanent position and the appointed applicant will be required to undergo a Police check. The position holder must be willing to adhere to Councils Code of Conduct, Conditions of Employment, Policies and Procedures.
