EXECUTIVE COMMITTEE

NEW ORLEANS, LOUISIANA

JUNE 16, 2012

The Executive Committee of the National Council of Legislators from Gaming States (NCLGS) met at the Royal Sonesta Hotel, New Orleans, Louisiana, on Saturday, June 16, at 11:30 a.m.

Rep. Kevin Ryan of Connecticut, NCLGS President, presided.

MINUTES

The Executive Committee accepted the minutes of its last meeting on June 16, 2012 in New Orleans, Louisiana.

ADMINISTRATION

ATTENDANCE

Ms. Nolan reported that meeting attendance was a little over 100, plus 10 on-site registrations, of which 3 were legislators, making the legislator total around 20.

DUES

Ms. Nolan reported that dues were collected already from 3 states for the upcoming year. Last year dues were paid from all member states except for one state with whom they are working. She asked that the Executive Committee consider deeming all states as members and explained the difference between a general member state and a contributing member state. The Committee voted to accept that all states are members, with two tiers of membership.

FINANCIALS

The Committee voted to accept the NCLGS and NCLGS Foundation financials for December 31, 2011.

COMMITTEE REPORTS

The Committee heard reports on Committee activities and general sessions held at the meeting.

Committee on Casinos

Rep. Keeley said that discussion was held on casino gaming expansion initiatives in the states, the impact of expansion and internet on existing casinos, casinos verses slot-only facilities, regulatory oversight of casinos, and an update on top issues for regulators.

Committee on Lotteries

Rep. Ryan said that discussion was held regarding an update on state lottery initiatives, lottery privatization efforts, web-based lottery products and services, lottery auditing and security, state and globally, expansion, problem gambling and responsible gaming. The Committee discussed developing a resolution relating to proposed federal internet legislation from a states’ rights perspective.

Committee on Pari-Mutuels

Rep. Viola said that discussion was held on state pari-mutuel initiatives, state sports/single pool betting proposals, exchange wagering efforts, and uniformity and testing efforts/race day medication.

Committee on Responsible Gaming

Sen. Rodriguez said that discussion was held on state problem gambling budgets in light of gaming expansion, overview of problem gambling treatment programs and their efficacy, new technology and online self-help resources, and modern perspective on self-exclusion programs.

State-Federal Relations Committee

Rep. Waldman said that discussion was held on state-by-state internet gaming expansion, what’s at stake for tribes with internet gaming, impact of RICON case and tribal-state revenue allocation, current policy/process of putting tribal lands into trust, and NIGC consultation process and tribal relationship.

NEW BUSINESS

Nominating Committee
The Nominating Committee voted to accept the new list of officers as follows:

President – Rep. Jim Waldman (FL)

Vice President – Sen. Roderick Wright (CA)

Secretary - Rep. James Buskey (AL)
Treasurer – Rep. Helene Keeley (DE)
Executive Committee Chair – Rep. Thomas Burch (KY), contingent upon receiving Kentucky dues.

The Committee voted to accept these nominations.
