Freedom of Information (Scotland) Act 2002 – Review Outcome

Subject: Spend of locum agency staff

I have considered your request for review under the terms of the Freedom of Information (Scotland) Act 2002 (FOISA) in relation to the above.

On review you noted;

‘Edinburgh do employ Locum Agency Staff because Sanctuary Personnel currently have staff in place with the authority. Also why is the agency Adecco in place on a contract for Edinburgh City Council, if the authority do not appoint locum staff?’

In the Council’s response of 4 March 2013, you were informed that the Council do not employ locum social workers. After further investigation, the Council does have a contract with Adecco but they have not directly provided the Council with any agency social workers. Requests for any temporary staff within the Council go directly to Adecco who will either fill the post in the first instance or use the appropriate 2nd tier agency to fill the position. In the case of social workers this would include (but is not be limited to) Sanctuary Personnel.Please find attached an excel copy of the listed costs to Sanctuary Personnel from November 2012 to March 2013. From January 2013 to March 2013 there have been 8 agency members in post as Qualified Social Workers within the Council, with an approximate spend during this period of £34,000. Four of these agency staff have come from Sanctuary Personnel and the remaining 4 individuals have been supplied by other employment agencies. I can confirm that there are no agency staff filling the other qualified social care posts mentioned in your request. I apologise that you were not provided with this information in the Council’s initial response and hope that this has not caused you any inconvenience.
