Minutes of the Parish Council Meeting

Held on Thursday 30th October 2008

At 7.30pm at the Parish Room

239/08 Attendance and Apologies for Absence

Those present: Councillors R Hillyard (Chairman), C Burke, W Coad, M Dunkerton, N Jefferys, E Sorensen, G Stenton-Chandler and D White. Also present: M Hodgson (County), P Rowlinson (District) and Parish Clerk M Burroughs.

Apologies – Cllrs. A Skeates and R Nye (District).

There were two members of the public present with regard to Planning Application DC/08/2099 -Huntingrove.

240/08 Declarations of Interest and Notification of Change to Members’ Interests

There were no declarations of interest or changes notified to Members’ Register of Interests.

241/08 Parish Councillor Vacancy – fill vacancy by co-option.

Mr. John Griffiths withdrew his application for Parish Councillor; the vacancy for Parish Councillor remains open. The Clerk will advertise the vacancy again in the Village Magazine.

242/08 Chairman’s Announcements

i.  Southern Water Draft Business Plan Questionnaire – Cllr. White agreed to look at the questionnaire and respond on behalf of the Parish Council.

ii.  Allotments - A request from six residents with regard to the provision of allotments in the village was considered. The Parish Council recognises that it has to actively pursue an allotment site and agreed to place a request in the Village Magazine to enquire if local landowners may have a plot to lease or potentially buy. Cllr. Hillyard will also explore possibilities.

iii.  Transport Theme Meeting – HDC 6th November 2pm. Cllr. Burke asked that The Clerk forward details of this meeting.

iv.  Retirement Footpath/Tree Warden – David Laing, after many years of voluntary service to the village, has stood down as one of our Footpath and Tree Wardens for the village. The Parish Council wish to extend thanks to Mr Laing for his service to the village.

v.  Cllr. D Harding has written to the Chairman/Clerk to advise that she has resigned as Parish Councillor. The Chairman will convey the Parish Council’s thanks to Mrs Harding and The Clerk will advertise the vacancy in the Village Magazine.

vi.  Code of Conduct Consultation – Cllr. White agreed to look at this consultation. A response is due by 24th December 2008.

243/08 - Presentation by The Street Scene Team Wardens and questions and answers on this service.

The Street Scene Team Wardens did not attend the meeting nor did they give apologies for absence.

244/08 - Presentation by the PCSO Sylfan Hammond on Neighbourhood Policing Panels.

The PCSO advised the Parish Council of a new Sussex Police initiative whereby a panel will be set up comprising of members of the public who will meet quarterly to look at local policing issues and priorities. The panel will comprise of 9 or 10 members from Slinfold, Barns Green and Rudgwick and will meet once a quarter. The PCSO suggested that one of these members might be a Parish Councillor.

i.  The Parish Council agreed to share the cost of meeting rooms with Rudgwick and Barns Green if the PCSO wanted to arrange this.

ii.  An entry will be placed in the magazine to attract potential members to the panel.

iii.  Cllr. Stenton Chandler volunteered to join the panel for the first 12 months.

245/08 Approval of the Minutes of the Parish Council Meeting on 25th September 2008, the Industrial Liaison Group Meeting on 6th October 2008 and the Finance Meeting 21st October 2008 as previously circulated.

The draft Minutes for the Parish Council and Finance Meeting, having been circulated, were taken as read and it was agreed that the Minutes be accepted and signed as a true record. The Minutes from the Industrial Liaison Group (ILG) were noted but will be approved at the next ILG meeting.

246/08 Matters arising from 245/08, for information only.

i)  Cllrs. reported back on the following consultations:

o  NHS Constitution – Cllr. White has reviewed the consultation and advised that the whilst there are no comments to make that the constitution should be reviewed as it contains valuable information with regard to principles and patients rights.

o  Gypsy & Traveller Accommodation Needs – Members present agreed to Cllr. Dunkerton’s response. The Clerk will post this response on behalf of the Parish Council.

o  WSCC Minerals & Waste Development – Cllr. White attended the meeting in October and advised that there would be fines if the County Council did not comply with requirements in time. Cllr. White also made suggestions at the meeting with regard to ‘site access’.

ii)  The new dog bin has been re-sited in Clapgate Lane.

iii)  Cllrs. Burke and Stenton-Chandler will attend the SLCC Regional Conference with The Clerk.

iv)  Crop–Cam – The Clerk awaits a response from a Mr Donnithorne-Tait, the owner of this business.
