MINUTES OF THE MEETING HELD ON TUESDAY, 7th FEBRUARY 2016

17/03 TO CONFIRM MINUTES OF THE PREVIOUS MEETING
The Minutes of the Council Meeting held on Tuesday 13th December, having been previously circulated, were accepted as a true record and signed by the Chair
17/04 MATTERS ARISING FROM PREVIOUS MINUTES:
·  Langcross Farm issues The Clerk had received legal advice from One Voice Wales which was discouraging of any potential legal action in relation to the lack of consultation on the environmental permit.
The Clerk will however obtain a copy of the permit and ask for further opinion based upon the details of this permit.
The Clerk will also follow up progress with Jane Hutt.
·  Brynwell Farm – The Clerk had written to Mr Rob Thomas requesting a higher priority for this issue after many years of low priority. He had received a response saying that he had requested Mr Marcus Goldsworthy to respond. The Clerk had received a letter from Mr Goldsworthy stating that he had asked the conservation officer to inspect the building and report back to him so that he can consider the issue further. The Clerk is awaiting a status report on these actions.
·  Well – The well has been repaired. The Clerk will request a meeting with the stonemason and Cllrs. Barker and Jones for final acceptance.
·  Boules Court – Awaiting sufficiently dry whether to do the work.
·  Broadband – No more information has been made available and the dates previously provided are unreliable. Cllr. Marks pointed out that Llanfair Council’s Clerk had made contact with a person who was able to provide reliable information. The Clerk will follow this up.
·  Woodland Trust Car Park waste bins – The Council agreed a budget of £600 to support Woodland Trust in installing bins. The Clerk will liaise with Chris Matts.
·  Fly tipping – Cllr. Marks had provided the witness details to the VoG Council enforcement officer. The Clerk will follow up on status.
·  Christmas Event – Cllr. Keeping reported that this was a very successful event.
·  Model code of conduct – The Council agreed that the Penarth Times was the most appropriate newspaper for the required announcement. The Clerk will now place the announcement which will complete the council’s obligations.
·  Leckwith Road entrance dangers – The Clerk had spoken at length to the VoG Council manager responsible for roads (Mike Clogg). It is clear the he is working to a very restricted budget and therefore has to work strictly to priorities which are set according to a formula. For safety issues accident data is the critical factor.
For the Woodland Lane entrance to Leckwith Road he said he would be prepared for his safety officers to assess this. If they did not recommend any action then our Council installing mirrors would be an option.
For Pen-y-Turnpike Road he stressed that accident data did not justify a 30 mph limit and the Leckwith end and this could only change with strong police backing. The Clerk will talk to the police about this.
He also stated that there were no plans to improve the junction of P-y-T Road and Leckwith Road and that the only realistic possibility he could see for this would be to ban left turns into and right turns out of P-y-T Road.
·  Council Boundaries – The Clerk will follow up with VoG officers on the correct border with Dinas Powys at Ardwyn Walk. Currently the electoral roll shows this in MLP whereas the maps provided by VoG show it in Dinas Powys.

17.05 CORRESPONDENCE
All correspondence had been previously circulated, except:
·  Forthcoming council elections in May. The Clerk will advertise this on the website.
·  Membership of One Voice Wales – the council approved renewal of its membership.
·  The Clerk will attend a Clerks’ meeting with VoG Council on 17th March
·  “Battles Over” – a celebration of the end of the First World War to be held in November 2018. Cllr. Marks will investigate and recommend any actions to the next meeting. / Clerk

17.06 PLANNING
The Summary of Planning Applications was reviewed.
17.07 FINANCE
·  The Financial report which had been previously circulated was approved and signed by the Chair.
·  The Council agreed to a zero increase for next year’s precept.
17.08 ANY OTHER BUSINESS
·  The Council agreed to pay for up to a tonne of gravel to improve a muddy path in MLP.
·  Councillors were encouraged to enter a Contact One Vale request for a litter pick whenever they noticed litter levels becoming unacceptable
·  Cllr. Marks reported on the recent Liaison Committee meeting:
o  Reshaping Services – the council agreed to continue its reactive approach.
o  Well Being of Future Generations – the council has no obligations due to its small size.

17.09 DATE OF THE NEXT MEETING
The next meeting will be held on March 14th..
Further dates were confirmed for April 25, June 6, July 18, August 29, October 10, and November 21.
