DETAILED DESCRIPTION OF THE SUBJECT OF THE CONTRACT

DELIVERY OF THE MEASURING AIRCRAFT TO PERFORM
CONTROL AND MEASUREMENT FLIGHTS FOR THE POLISH AIR NAVIGATION SERVICES AGENCY

Intended use

A new measuring aircraft shall be used for measurement flights, i.e. for flight inspection of operation regularity:

·  radio navigation devices (ILS, VOR, DME, NDB);

·  navigation aid lighting systems;

·  Precision Approach Path Indicator (PAPI);

·  (primary and secondary) radars of the Air Traffic Control;

·  ground stations for aviation radio communication,

·  test flight procedures, including the procedures based on the Area Navigation.

1.  GENERAL REQUIREMENTS

1. / Airframe and drive type:
Multi-engine, turbo-propelled, with an air-tight cabin.
2. / The aircraft should be equipped so as to ensure safe long-term air operations in ATC spaces with high air traffic intensity. Navigation equipment should be configured so that to ensure operation of flights in RVSM space and in RNAV space with an accuracy of not less than RNP 1.
3. / Minimum 5 passenger seats in a cabin (apart from 1 seat for an on-board inspector).
4. / The Contractor shall present proofs that within last 3 years it made at least two deliveries of an aircraft adapted to the installation of control and measurement instruments
5. / The aircraft must be delivered with installed control and measurement instruments (AD-AFIS-130) specified by the Employer (in accordance with the flight inspection system installation description of Aerodata company). The aircraft in the measuring version must have the EASA approval for the aforementioned equipment version (STC).

2.  NAVIGATION AND RADIO EQUIPMENT

The aircraft avionics should contain an integrated system used for displaying information and operation parameters related to monitoring of the aircraft operation along with its components and for control. The system should enable a continuous analysis of navigation parameters (RNP) along with the Area Navigation (RNAV) in the automatic mode according to B-RNAV and P-RNAV specification. The avionics specification should ensure navigation based on VOR, VOR/DME, NDB and GNSS in the course of the entire flight and approaches according to ILS, ILS/MKR, ILS/DME, VOR, VOR/DME, NDB and GNSS. It should also ensure IFR and VFR flights, during day and night. The avionics should be protected against FM interference. The avionics should contain the following systems and subsystems:
