Information Systems Project Leader – Infrastructure Manager

The Position:

Applications are invited from suitably qualified persons wishing to be included on a panel from which permanent and temporary vacancies arising during the lifetime of the panel may be filled.

Reporting to the Head of Information Systems, this IS Project Leader (Infrastructure Manager) is tasked with delivering the tools and environment necessary for the organisation to manage and develop its network infrastructure.

The ability to interface, collaborate and prioritise ICT Technical issues and effectively communicate solutions to colleagues and management is crucial to the role. An ability to ensure product quality and stability and a determination to professionally manage and resolve many potentially complex issues is required.
The Project Leader will be required to undertake other duties that pertain to the IT Department as required by the Head of Information Systems.

Responsibilities /Duties:

The following list is not meant to be an exhaustive list and is provided only as a guidance note on the types of activities which the successful candidate will be required to undertake.

  • Responsible for the Infrastructure, Communications, Security and the ICT Service Desk for Cavan County Council.
  • Proactively administer and support all aspects of the ICT Environment to provide an effective, reliable and secure ICT Service that follows industry best practice, ensuring that ICT delivers a comprehensive service that meets business requirements and supports our Corporate Strategic aims and objectives.
  • Responsible and accountable for the integrity of the Council’s electronically held information.
  • Responsible for performing regular reviews and tests of the back-up systems and disaster recovery mechanisms and provide input into the Business Continuity plan where appropriate.
  • Responsible for the development, implementation and maintenance of all aspects of ICT security.
  • Where required, identify and agree resources required to achieve project objectives.
  • Where required, develop and agree project plans, goals, and budgets.
  • Manage and mentor the ICT Technical Staff at all levels, including theirtraining and development needs.
  • Assist with the development and implementation of Infrastructure projects based on a broad and detailed knowledge of current and emerging technologies, and provide technical input into projects undertaken by or impacting on Cavan County Council.
  • Advise and inform on technical issues as part of the decision making process for technical direction and procurement of new systems, and assist in developing long-term, strategic plans, for the development of the ICT requirements within the Council.
  • To negotiate between other directorates and external suppliers to resolve often highly technical or contentious issues and conflicts to ensure that projects and work packages are delivered on time and within budget.
  • Have previous experience of cloud based services and related infrastructure and security
  • Have previous experience in the management of SQL Server database solutions.

The Person:

Candidates will demonstrate through their application form and at the interview that he/she has:

  • good communication and interpersonal skills
  • sufficient knowledge and understanding of Information Technology
  • trouble shooting, diagnostic and problem solving skills
  • ability to work as part of a team

Candidates will be expected to be flexible in terms of working hours as the duties can involve working outside of normal office hours. Notwithstanding the requirements of the post successful applicants may be assigned to any service area/role within the Local Authority at an analogous level by the Chief Executive at any time.

Qualifications

The qualifications for the position of IS Project Leader shall be as set out hereunder:-

Character:

Each candidate must be of good character. Employment of the successful candidate shall be subject to satisfactoryreferences.

Health:

Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service for the post.

Education/ experience, etc.:

(i)Each candidate must have:-

A third level qualification at level 6 in the National Framework of Qualifications, or equivalent, in a Computing/IT related discipline relating to the advertised position,

AND,

Three years relevant technical and managerial experience in the management and support of an ICT Infrastructure Environment,

AND,

Hold a Current valid Full Class B driver’s licence and have access to own vehicle.

Candidates will demonstrate through their application form and at the interview that he/she has a minimum of 3years experience in the following areas:

  • Leading a technical team in the administration and support of an ICT Environment.
  • Managing a Project Team in the implementation of ICT Projects, on time and under budget.
  • Installing/Supporting Network Equipment including but not limited to Switches/Routers/VPNs/Firewalls. (Cisco a plus)
  • Installing/Supporting Windows 2008 Server and above.
  • Installing/Supporting an Email Server and Microsoft Active Directory. (Exchange 2010 a plus)
  • Network Design and implementation of LANs/WANs/DMZ & SANs
  • Securing, monitoring and auditing of LANs/WANs/DMZ & SANs
  • Installing/Supporting Storage technologies such as but not limited to SANs, iSCSI, NAS, Fibre, Converged and Hyperconverged
  • Design, Implementation and support of Disaster Recovery environment and knowledge of technologies such as backups, replication, deduplication, recovery and restores. (Backup Exec a plus)
  • Experience Installing/Supporting VMware technologies including but not limited to vSphere (Esxi), vCenter, Virtual Networks and Storage Profiling.

Desirable:

A knowledge of how the Local Government reform programme has fundamentally changed the direction, structure, governance and role of Local Authorities and how technology can be used to support the Council in this regard.

Professional ICT industry qualification, such as Information Technology Infrastructure Library (ITIL), PRINCE2 etc.

Salary:

Remuneration will be at the IS Project Leader (Administrative Officer grade) of the national wage scales. The present minimum scale is €48,493increasing to €63,042per annum(including LSIs)with annual increments subject to satisfactory performance via PMDS.Starting pay for new entrants will be at the minimum of the scale. The rate of remuneration may be adjusted from time to time in line with Government pay policy.

Pension:

The Local Government Superannuation Scheme applies.

Probation:

(a)there shall be a period after such appointments take effect during which such persons shall hold the position on probation,

(b)such period shall be twelve months but the Chief Executive may at his or her discretion extend such period,

(c) such persons shall cease to hold the position at end of the period of probation unless during such period, the Chief Executive has certified that the service of such persons is satisfactory.

Annual Leave:

30 days per annum

Hours of Work:

37 hours per week.

Selection process:

Candidates will initially be assessed to ensure that the meet the minimum qualifications set down above. Assessment will be based on information provided by the candidate on the application form. Qualifications of successful candidates will be subject to further checks post interview to confirm that they meet the criteria.

Candidates will then be assessed on the basis of the information contained in their application form to determine, having regard to the requirements of the position and the number who have applied, if they should be called for interview. Candidates may be short listed on the basis of information provided in the application form.
