Summary:Imposes a June 30, 2016 sunset date on thediscount equal to 1.75% of the amount of the tax payable under the Cigarette Use Tax up to and including the first $3,000,000 paid hereunder by such distributor to the Department during any such year and 1.5% of the amount of any additional tax paid hereunder by such distributor to the Department during any such year.(Page 583)

Interim Study Committee on Public Policy - E-Cigarettes, Smoking Bans
Summary:The Interim Study Committee on Public Policy will meet October 6 to discuss several provisions related to smoking bans. The Committee will study the following:(a) whether smoking should be prohibited in bars, casinos, and private clubs; (b) the fiscal impact of prohibiting smoking in bars, casinos, and private clubs; (c) Whether e-cigarettes should be defined as tobacco products; (d) whether e-cigarettes should be subject to smoking bans; (e) e-cigarette taxation; (f) the fiscal impact of an increase in the cigarette tax;(g) possible funding sources for tobacco use prevention and cessation programs; (h) the impact of the tobacco tax on smoking rates and healthy living ratings relative to other states; (i) The impact of smoking upon families and pregnancy; and (j) the costs incurred by the state as a result of smoking during pregnancy and smoking within families. The hearing will be open to the public and testimony will be accepted at the discretion of the chair Senator Ron Alting (R).

S.B. 30 - Retail Licensing

Summary:Prohibits the sale of novelty lighters to minors and prohibits the display for retail sale of novelty lighters in an area of a retail establishment that is accessible to the general public.
Defines "novelty lighter" as a device containing a combustible fuel intended for use in igniting cigarettes, cigars, or pipes, if any of the following applies:
1) The device is designed to resemble a cartoon character, toy, gun, watch, musical instrument, vehicle, animal, food or beverage.
2) The device plays musical notes, has flashing lights or has other features that are appealing to or intended for use by juveniles.
Excludes from this definition:
1)A device manufactured prior to 1980.
2)A device intended for use in igniting a fire in a fireplace or wood stove or in a charcoal or gas grill.
3)A standard disposable or refillable lighter that is printed or decorated with logos, labels, decals, artwork or heat−shrinkable sleeves.
Establishes a penalty of up to $100 for a person who violates this section.
