VI.  MODE OF REGULATION AND TYPES OF CONFORMITY ASSESSMENT REGIMES

Technical Regulation based on SNI
Technical Regulation based on SNI / The Ministry of Industry and Trade through the Secretary General gazetted the procedure of SNI Mark product certification on June 1996 to ensure that the product meet the specified Indonesia National Standards (SNI) requirements.
§  There are two types of SNI i.e : Voluntary and Mandatory
§  For the mandatory products, the producer/manufacturer has to fulfil two requirements i.e :
1.  Product has to comply with the standard (SNI)
2.  Mnufacturer has to implement one of the following modules which is based on Quality Management System i.e :
§  Module I, BSN 10 Guidelines (16 elemenst/clause of ISO 9001)
§  Module II, ISO 9003
§  Module III, ISO 9002
§  Module IV, ISO 9001
Module V, QMS which is equal to ISO 9001
§  Producers/manufacturers who wish to seek SNI mark certification have to send an application to Centre for Standardization and Accreditation (PSA) Ministry of Industry and Trade. Then PSA proceeds for evaluation of the application and verification to the manufacturers premises. PSA issued SNI certificate if they comply with the requirements
This regime is only applied for domestic electrical and electronic products since Indonesia does not have technical regulation for imported electrical and electronic products.
Clause 19 article (2) in Government Regulation No. 102/2000 of National Standardization stipulates import mandatory products must fulfil SNI
§ 
·  Technical regulation on EEE by adopting partially or fully technical specification and/or parameter of SNI is stipulated by Ministerial Decree taking into account safety, security, health, environment, moral hazard, and economical aspects, . tThat are equally imposed to both domestic and imported products which are traded in Indonesian teritory.
·  Manufacturers of EEE , which are technically regulated based on SNI shall fulfill the SNI requirements and shall affix the SNI mark on the products, packages and/or label of their products
·  Factory surveillance conducted by Product Certification Body to manufacturers in maintaining SPPT SNI according to procedure of Product Certification Body
Product Registration to get NPB (for imported products) or NRP (for domestic products)Registration to Ministry of Trade to be abke get NPB ( Imported Product) and NRP (Domestic Product) / ·  Supervision of traded of EEE which are technically regulated based on SNI whether produced domestically or imported is conducted through pre and post market surveillance
·  Pre-market surveillance over traded goods produced domestically, shall be done through Product Registration Number (Nomor Registrasi Produk - NRP) .
·  Pre-market surveillance over imported goodsof EEE shall be done through Goods Registration Letter (Surat Pendaftaran Barang – SPB) which includes Goods Registration Number (Nomor Pendaftaran Barang – NPB), .
NRP and SPB as referred to paragraphs 1 and 2 respectively shall be issued by the Director General of Foreign Trade c/o the Director of Supervision and Quality Control of Goods (Direktur Pengawasan dan Pengendalian Mutu Barang – Dir PPMB) Ministry of Trade

NRP and NPB are valid for 3 (three) years and can be extended.
NRP or NPB shall affix underneath SNI Mark and/or other recognized conformity mark, on to their products or packages.
· 
CAB issuing a SNI Mark Product Certification is a domestic or foreign product certification body supported by accredited testing laboratories and/or inspection institutions.
bDomestic CAB shall be accredited by KAN according to its scopes, CAB shall register their institutions to the Secretariat General c/o Center for Standardization. (Listed CAB)
Registration of CAB / ·  CAB issuing an SNI Mark Product Certification can be a domestic or foreign product certification body supported by accredited testing laboratories and/or inspection institutions.
Domestic CAB shall be accredited by KAN according to its scopes, CAB shall be registered to the Secretariat General c/o Center for Standardization Ministry of Trade.
