Minutes Emergent Meeting of NRC Held from 20-22 April, 2011

The Emergent Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held at hotel The Camron, Delhi from 20th April to 22nd April 2011. The meeting was held to consider urgent cases,in compliance to the orders of various courts.

In pursuance of the Gazette Notification No.213 dated 25.08.2010, NRC has been terminated under Section 21(2)(a) of NCTE Act, 1993 and the powers and duties on behalf of the Northern Regional Committee are being exercised and performed under Section 21(2)(b) by Shri Hasib Ahmad, former Member Secretary, NCTE.

The following member and convener were present:

The institution while sending its letter dated 06.02.2011, consequent upon the orders of the Hon’ble High court of Rajasthan, Jaipur , did not submit the application / processing fee.
The institution be asked to submit the application fee and thereafter , recommendation of the State Government about establishment of this institution, in the concerned area, in the light of existing available Teacher Training Institutions and need for further institutions be obtained, for further processing of the application
2.  / RJ-1906 / SHRI RAM SINGH BISHNOI TEACHER’S TRAINING COLLEGE, “B” SECTOR, SARASWATI NAGAR, BASNI, KRISHI MANDI, JODHPUR-342005, RAJASTHAN / B.ED. / The inspection of the institution was conducted on 06.10.2008, which was over two and half year back. It would be necessary to conduct a fresh inspection to ensure that infrastructure facilities created then continue to be available for the conduct B.Ed. Course.
Meanwhile, before the fresh inspection is conducted recommendation of the State Government of Rajasthan may be obtained about establishment of this institution, in the concerned area, in the light of existing available Teacher Training Institutions and need for further institutions.
3.  / RJ-2090 / Krishna B.Ed. College, Bhilwara, Rajasthan / B.Ed. / The institution’s application dated 15.05.2008, was refused recognition and was returned along with the processing fee of Rs.40,000/- vide NRC letter dated 17.03.2009. The institution while sending its letter dated 06.02.2011, consequent upon the orders of the Hon’ble High court of Rajasthan Jaipur , did not submit the application / processing fee.
The institution be asked to submit the application fee and thereafter , recommendation of the State Government about establishment of this institution, in the concerned area, in the light of existing available Teacher Training Institutions and need for further institutions be obtained, for further processing of the application
4.  / RJ-2080 / PANNADHHAY BSTC COLLEGE, MOTI BAGH ROAD, BADA KUA, TONK, RAJASTHAN / B.ED. / The institute while requesting for fresh consideration of its application, Consequent upon the orders of the Hon’ble High Court of Rajasthan ,Jaipur did not furnish the Application/ processing fee of Rs.40,000/- , which was returned by NRC vide letter dated 17.03.2009.
The Institution be asked to submit the same and thereafter recommendation of the State Government be obtained, and following deficiency in their application be also communicated:-
‘ The building plan submitted by the institution does not mention the details of the land on which the plan was approved.’
5.  / RJ-1964 / Aryan B.Ed. college, shyam nagar, Dabla Road, Kotputli, Sarund, Rajasthan / B.ED. / The Institution submitted application on 26.03.2009. It was accompanied by an approved building dated 11.01.2008 along with completion certificated dated 11.01.2008. The building plan was having a total built up area as 1683.36 Sq. Meter out of which310.98 Sq Meter was the basement. The institution submitted another approved building plan dated 07.05.2008, which has a total built up area of 1589.61 Sq. Meter out of which 529.87 Sq. Meter is in the basement. The discrepancy in the two plans is not explained. There is no supporting document to confirm the dimensions in the second building plan dated 07.05.2008. However, it is also not understood as to how the built up area got reduced.
The institution be issued Show Cause Notice before its application is refused under Section 14 (3) (b) of the NCTE Act. Meanwhile, recommendation of the State Government be also obtained.
6.  / RJ-2061 / Shri Nath Gi B.Ed. College, Alwar-321606, Rajasthan / B.ED. / The institution’s application dated 15.05.2008, was refused recognition and returned along with the processing fee of Rs.40,000/- vide letter dated 17.03.2009. The institution while requesting for fresh consideration of its application on 06.02.2011, consequent upon the light Orders of the Hon’ble High court, did not submit the application fee.
The institution be asked to submit the Application fee
and thereafter , recommendation of the State Government be obtained.
2. The original application of the institution has also been considered on merit and following observation were made:-
(i)  The total available land for the proposed institution/course is only 666 Sq. Meter which is less than the required land of 2500 Sq. Meter, as per NCTE Norms.
(ii)  The total built up area available to the institution is only 111.00Sq. Meter, which is much less than the required area of 1500 Sq. Meter as per NCTE Norms.
(iii)  The building plan submitted along with the application is not approved by any Civil Authority.
(iv)  The building plan does not mention the details of the land.
(v)  The building plan indicates that the institution has Multipurpose Hall of only 800 Sq, Ft. (approx.), which is much less that the required area of 2000 Sq. Ft.
The institution be issued Show Cause Notice on the above grounds before its application is refused RECOGNITION under Section 14 (3) (b) of the NCTE Act and reply be submitted within 30 days.
Meanwhile, recommendation of the State Government of Rajasthan be also obtained.
7.  / RJ-963 / M.R.S. Shri Krishna Pranami Women Teachers Training College, Hanumangarh-335501, Rajasthan / B.ED. / Consequent upon the Orders of the Hon’ble High Court of Rajasthan Jaipur the institution reiterated consideration of its earlier application for a decision on 07.03.2011. The inspection of the institution was conducted 06.10.2008, the V.T. Report along with other documents were considered and following observations were made.
(i)  The institution did not arrange for the Videograph at the time of visit of the inspection team. No CD has been submitted, which is violation of Clause 7 (5) of the NCTE Regulation.
(ii)  The Institution has a total built up area of 1500 Sq. Meter, as per the affidavit submitted by the institution. No document whatsoever has been submitted to establish the availability of this built up area, as the building plan does not mention the total proposed built up area. The building completion certificate also does not mention details of the built up area and the area earmarked for the B. Ed. Course. As such the built up space available for the B.Ed Course is much less than that required as per NCTE Norms, as major portion of the built up area on ground floor and Ist floor is being used by the existing Girls College, hostel in the same building.
The institution be issued Show Cause Notice on the above ground before its application is refused under Section 14 (3) (b) of the NCTE Act and reply be submitted within 30 days.
Meanwhile, recommendation of the State Government of Rajasthan be also obtained.
8.  / RJ-1746 / Vidhyasthali Shikshak Prashikshan Mahavidhyalaya, Mangla Madopur, Kherli, Alwar, Rajasthan / B.ED. / Consequent upon the judgment dated 8.3.2011 of the Hon’ble High Court, the institution reiterated consideration of its earlier application for a decision on 25.03.2011. The original application of the institution has been considered on merit and following observation were made:-
(i) The institution did not arrange for the Videography at the time of visit of the inspection team. No CD has been submitted, which is the Violation of Clause 7 (5) of the NCTE Regulation.
(ii) As per V. T. Report, the institution had following deficiencies.
(a)  There was no Multipurpose Hall.
(b)  The institution did not have proper furniture.
(c)  The institution did not have proper Library. The total no of books reported in the Library was 2045 only, which is less than the required no. of 3000 as per NCTE Norms. Moreover, the VT reported that these books were also borrowed.
(d)  The visiting team reported that the building of the institution was not complete as its first floor, doors were yet to fixed.
(iii) The institution did not submit a building completion certificate form Competent Authority, giving details of the built up area and details of the land on which the building was constructed.
Show Cause Notice be issued on above grounds for a reply within 30 days, before the application is refused Under Section 14 (3) (b) of NCTE Act. Meanwhile State Government’s recommendation may also be obtained.
9.  / RJ-1090 / Maharani Vimla Girls B.ED. College, Ajmer, Rajasthan / B.ED. / Consequent upon the judgment of the Hon’ble High Court date 15.02.2011 , the institution requested fresh consideration of it’s application on 28 .02.2011.
The application of the institution was considered. It was noted that the reply of the letter of deficiency dated 17.10.2007 was duly considered by NRC in its 142nd meeting held on 14th to 16th June 2010 wherein it was decided to close the file, as the deficiencies pointed out continued to exit.
However, in view of the Court Orders, institution be asked to submit it’s reply to the NRC’s letter dated 17.10.2007, for further consideration.
Meanwhile, recommendation of the State Government of Rajasthan be also obtained.
10.  / RJ-2105 / VIKAS SHIKSHAN SANSTHAN, KHATKAR MOD, RAIPUR JAAGIR, SIKAR-332701, RAJASTHAN / B.ED. / Consequent upon the judgment of the Hon’ble High Court, the institution submitted fresh request for consideration of its application on 18.03.2011, which was considered on merit and following observation were made:-
(i) The institution’s request is not accompanied with the processing fee of Rs.40,000/-, which was earlier returned vide NRC letter dated 17.03.2009.
(ii) The building plan earlier submitted by the institution does not give the details of the land on which building is proposed.
(iii) The building completion certificate submitted by the institution is not approved by the Competent Authority. It does not given the details of the land with its specification of Khata, Khasra no etc. and does not given details of the built up area.
NRC therefore, decided that the institution may be asked to comply with the above within 30 days and meanwhile, recommendation of the State Government be obtained.
11.  / RJ-2075 / Satguru Shikshan Sansthan, Pacheri Kalan, Narnaul Road, Singhania, Buhaha, Jhunjhunu, Rajasthan / B.ED. / Consequent upon the judgment of the Hon’ble High Court dated 23.12.2010, the institution submitted fresh request for consideration of it’s application on10.03.2011
The institution earlier reply dated 25.06.2008 in response to the letter of deficiencies dated 04.06.2008 was therefore considered and following observations made.
(1)  As per letter dated 18.06.2008 issued by Block Officer, Khethdi addressed to Collector, Jhunjhunu the total available land to the institution is only 1620 Sq. Meter for the B. Ed. Course.
(2)  The land earmarked for the B. Ed. Course has a school building and residential buildings also, leaving very little space for the proposed B. Ed. Course / College. The total available built up area claimed in the institution is only 795.18 Sq. Meter, which is much less than the required area of 1500 Sq. Meter.
(3)  The building plan submitted by the institution does not give any details about land and the built up area thereon.
(4)  The institution did not provide details in the Mandatory Disclosure format in the prescribed manner. It ought to have been given on the website and its print out should have been submitted .
NRC decided to issue Show Cause Notice to the institute on the above ground , for a reply within 30 days under section 14 (3) (b), before recognition to the institutions refused. Meanwhile recommendation of the State Government of Rajasthan may also be obtained.
12.  / RJ-2212 / Aravali Shikshan & Anusandhan Sansthan, Tamakupura, Jeen Mataji, Tehsil-Dantaramgarh, Distt- Sikar, Rajasthan / BSTC / Consequent upon the judgment of the Hon’ble High Court Order dated 10.03.2011. the institution submitted fresh request for consideration of its application on 14.03.2011. The institution’s request was considered along with various documents and following observations made :-
(i) The Institution be asked to submit the following documents, within 30 days;-
(a)Building plan, giving details of the land and built up area for the proposed course.
(b)A certified copy of the land documents as obtained form the Registrar of Lands
(c)The FDR’s of Rs. 5,00,000/- Lakhs and Rs. 3,00,000/- towards Endowment Funds and Reserve Funds.
(ii)The institution had not submitted the processing fee of Rs.40,000/-, which was earlier returned to them vide NRC letter dated 08.03.2009 vide D.D. No. 1185745.
(iii)All the document, which were returned to the institution Vide NRC letter dated 08.03.2009 be re-submitted for further consideration.
Meanwhile, recommendation of the State Government of Rajasthan may be obtained within 30 days.
13.  / RJ-1444 / Shekhawati STC School, Ajitpura, Kudan, District- Sikar, Rajasthan / STC / Consequent upon the orders of the Hon’ble High Court of Rajasthan , Jaipur dated 23.12.2010, the institution reiterated consideration of its earlier application. This was considered and following observation made:-
