Planning Board Meeting

The Shallotte Planning Board met for their regularly scheduled meeting on October 14, 2008 at the Shallotte Town Hall Meeting Chambers with Chairperson Dennis Winters presiding.

Members Present:, Bobby Lewis, Dennis Winters, Elwood Cheers, Evelyn Madison, Gene Vasile, Tim Gore, and alternate members Ted Narazinski and Melody Bellamy.

Members Absent: Ray Lyles

Staff Present: Chris Rogers, Cindy Babson and Debra White

Aldermen Liaison: Larry Harrelson

1.  Call to Order

Dennis Winters called the meeting to order.

2.  Roll Call

Melody Bellamy, Ted Narazinski, Gene Vasile, Evelyn Madison, Bobby Lewis, Dennis Winters, Elwood Cheers, Tim Gore, all present.

*Alternate member Ted Narazinski will be voting in Ray Lyles place.*

3.  Agenda Amendments None

4.  Approval of Minutes

Gene Vasile made a motion to approve the September 9, 2008 minutes with corrections; seconded by Bobby Lewis. The motion passed 7 yes 0 no.

Evelyn Madison made a motion to approve the September 29, 2008 minutes with corrections; seconded by Elwood Cheers. The motion passed 7 yes 0 no

6.  (Planning and Zoning # 08-039) Kids Connection - Agent Larry Knoerl, requesting approval of Site and Landscape Plans, Location 4929 Old Shallotte Road, Tax Parcel Number 1970007403, 2.0 acres, Current zoning: HB

Approve Site and Landscape

Owners Joe and Grey Memory and agent Phil Tripp were present at the meeting and requested approval of Site and Landscape Plans.

a) Approve Site and Landscape Plans.

Recommendation:

The Shallotte Planning Board approved the Site and Landscape Plans for Kids Connection located at 4929 Old Shallotte Road, Tax Parcel Number 1970007403 with conditions listed below:

o  Additional impacts fees will be calculated and/or changed when 3 full set of building plans are submitted to the Town.

o  The Corp of Engineers is reviewing the over lapping of the pond area in the rear verses the wetlands, a copy of this response needs to be submitted to the Town.

o  Any additional DOT requirement including turn lane or decel lane must be shown on plans.

o  Additional wheel stops at all 5-foot sidewalks.

o  Suggested additional handicap parking space which is van accessible.

o  Sufficient lighting using BEMC requirements, especially in rear of building.

o  Drop-off area sidewalks need to be extended around circle and down side.

o  Letter of easement for adjourning property needs to be submitted to the Town.

o  Place a four-foot chain link fence with a double gate for access around the retention pond.

The Appearance Committee reviewed the site/landscape plan for Kids Connection and has the following comments:

Although there was not a quorum present at today’s meeting of the Appearance Committee, we reviewed the site/landscape plan for the expansion of the Kids Connection and offer the following comments:

o  Client may want to revisit the variety of shrubs shown on the plan. They are showing sun-loving dwarf gardenias being planted under crepe myrtles. The other shrub shown is a dwarf hawthorn. While this is a great plant, client may encounter considerable loss of foliage from being eaten by deer. A suggested substitution would be a dwarf holly.

o  The legend on the plan indicates that 30 trees are required. Only 15 trees are shown on the plan.

Motion

Bobby Lewis made motion to approve the Site and Landscape Plan for Kids Connection located at 4929 Old Shallotte Road, Tax Parcel Number 1970007403 with conditions listed above, seconded by Evelyn Madison. The motion passed 7 yes 0 no.

7.  (Planning and Zoning # 08-040) White’s Investments – Agent Christopher Stanley, requesting approval of Preliminary Plat –RIVER’S EDGE –Section 9B, 16 & 17B, Location Off Copas Road within Rivers Edge Golf Club and Plantation, Tax Parcel Numbers 2140011409 & 2140011410 Section 9B - 4.88 acres, 2140011416 Section 16 – 2.15 acres, 2140011414 1.83 acres (portion) Section 17B – 1.83 acres, Current zoning: R-10 with a PRD overlay.

Bobby Lewis asked to be recused from voting on this project. Mr. Lewis has no personal interest or personal gain in the recommendation of this project but is the adjoining property owner. Therefore, Mr. Lewis asked to be recused with the right to comment as an adjoining property owner.

Tim Gore motioned to recuse Bobby Lewis from voting with rights to comment as adjourning property owner, seconded by Ted Narazinski. The motion passes 6 yes 0 no.

*Alternate member Melody Bellamy will be voting in Bobby Lewis’ place.*

Agent Chris Stanley was present at the meeting and requested approval of the Preliminary Plat.

a) Approve Preliminary Plat.

Recommendation:

The Shallotte Planning Board approves and forwards to the Board of Aldermen the Preliminary Plat for White’s Investments – RIVER’S EDGE Section 9B, 16 & 17B, Located off Copas Road within Rivers Edge Golf Club and Plantation, Tax Parcel Numbers 2140011409, 2140011410, 2140011416 & 2140011414, with conditions listed below:

o  Needs to be noted on plan if roads are new roads or existing roads and note each road as pavement, gravel, dirt road, cart path.

o  All roads are private roads.

o  15-foot buffer shown on sheet 6 may be reduced to vegetated buffer.

o  Revise sheet 2, note 8 to say:

ZONING: TOWN OF SHALLOTTE, NC – R-10 WITH A PRD OVERLAY

SECTION 9B SETBACKS: FRONT=25’, REAR=20’, SIDE=10’

o  Clarify which tract Sheet 3, Note 2 is referencing.

o  Clarify the exact parcel Sheet 5, Note 5 is referencing. (27 parcels on that sheet and 2 Sections)

o  Sheet 5, Note 6 revise to:

ZONING: TOWN OF SHALLOTTE, NC – R-10 WITH PRD OVERLAY

o  Section 9B: lots 6, 5, 10, 11 driveway locations are on Latrobe Lane, driveway for lot 7 will be located off of Copas Road.

o  Section 9B needs all lots numbered in consecutive order 1-10

o  Section 16: Verify the correct road name. A road identified as Snow Goose Drive on the Master Plan is the same road identified as Bruntsfield Place on the Preliminary Plat.

o  Any additional comments/requirements from the Town engineer, once he has completed reviewing Preliminary Plat, must be met.

o  All revisions to Master Plan require Town approval.

Motion

Gene Vasile made a motion to approve and forward to the Board of Aldermen the Preliminary Plat for White’s Investments – RIVER’S EDGE Section 9B, 16 & 17B, located off Copas Road within Rivers Edge Golf Club and Plantation, Tax Parcel Numbers 2140011409, 2140011410, 2140011416, & 2140011414, with conditions listed above, seconded by Evelyn Madison. The motion passed 7 yes 0 no.

8.  Discussion of Waterfront District Map

The Planning Board was asked to review and discuss the Waterfront District Map. No recommendation for this map is required at this time, for review only. The map and land use definitions, once completed and approved by the Board of Aldermen, will be added to the CAMA Land Use Plan. The Waterfront District Overlay will use the same language as the Town’s UDO and be written as to qualify for CAMA’s approval.

9.  Reschedule November 11th Planning Board Meeting due to Veteran’s Day

The Shallotte Planning Board decided to reschedule the November 11, 2008 Planning Board meeting to Monday November 10, 2008 due to the Town Administrative Offices being closed in observance of Veterans Day.

Also, the Planning Board will have a workshop with Penny Tysinger on Tuesday October 21, 2008, at 6:30 pm.
