Awards made under this BAA will be considered for research and development efforts that include experiments and tests, feasibility studies, technology evaluations, integrated technology evaluations, prototypes, operability, modeling, computational analysis, engineering and manufacturing development, and simulations. This includes evaluation of innovative or unique configurations or uses of commercial items and processes or concepts that are offered for further investigation for DoD applications. This BAA will remain open until 31 December 2013 unless superseded, amended, or cancelled. Proposals may be submitted any time during this period subject to the proposal submission process described in this BAA.

2. Computing Education for the 21st Century (CE21) - NSF

The Computing Education for the 21st Century (CE21) program aims to build a robust computing research community, a computationally competent 21st century workforce, and a computationally empowered citizenry. In this undertaking, there are three interrelated challenges: the significant underproduction of degrees needed for the computing and computing-related workforce, the longstanding underrepresentation of many segments of our population, and the lack of a presence of computing in K-12.
CE21 thus supports efforts in three tracks:
Computing Education Research (CER) proposals will aim to develop a research base for computing education. Projects may conduct basic research on the teaching and learning of computational competencies; they may design, develop, test, validate, and refine materials, measurement tools, and methods for teaching in specific contexts; and/or they may implement promising small-scale interventions in order to study their efficacy with particular groups. Efforts can focus on computational thinking as taught in computing courses or infused across the curriculum, they can target students or their teachers in informal or formal educational settings, or they can address any level within the K-16 pipeline, from elementary school through high school and college.
CS 10K proposals will aim to develop the knowledge base and partnerships needed to catalyze the CS 10K Project. The CS 10K Project aims to have rigorous, academic curricula incorporated into computing courses in 10,000 high schools, taught by 10,000 well-trained teachers. CS 10K proposals can address a wide range of needed activities, including the development of course materials, pedagogy, and methods courses, as well as professional development and ongoing support for teachers, approaches to scaling, best practices for increasing the participation of students from underrepresented groups, and strategies for building K-12, university, and community partnerships.
Broadening Participation (BP) proposals will aim to develop and assess novel interventions that contribute to our knowledge base on the effective teaching and learning of computing for students from the underrepresented groups: women, persons with disabilities, African Americans, Hispanics, Native Americans and indigenous peoples. Proposed interventions should be designed to engage and retain students from these groups and, at the same time, to increase their knowledge of computational thinking concepts and skills. 3. Cyberspace Science and Technology RFI – Air Force

The Air Force is requesting information on revolutionary cyberspace science and technologies that address the challenge of future Air Force cyberspace needs in cyberspace exploitation, defense, and operations for potential inclusion in the Air Force Cyber Vision 2025 study. Cyber Vision 2025 is a study to create an integrated, Air Force-wide, near-, mid- and far-term S&T vision to advance revolutionary cyber capabilities to support core Air Force missions. We will invite the very best RFI respondents to present at a future workshop. We will select those ideas that have comparatively superior and best substantiated system, operational and cost benefits together with technical realism that promise the most revolutionary advances for assured cyber advantage for priority AF missions. 4.Industry Day Announcement, Energetic Materials at AFRL/RW

The Air Force Research Laboratory Munitions Directorate, Munitions Energetic Materials (MEMs) Core Technical Competency (CTC) will host Industry Days on 13-14 March 2012. This event will provide a forum by which the MEMs CTC can communicate research opportunities, increase competition and improve collaboration by sharing specific information regarding Energetic Materials Research and Development with Industry. This is a technical interchange with government subject matter experts. The Munitions Energetic Materials research areas to be discussed include: overview of MEMs portfolio, current MEMs development efforts for specific applications available for near-term transition, and research programs for mid- and far- term. Specific details will be provided at Industry Day. During the event, the MEMs CTC will provide an overview of energetic materials goals and objectives, identify the specifics of research areas of interest, and discuss opportunities for collaboration and partnering. Attendees will be able to ask questions about the material presented and the content therein. Attendees will be able to schedule sidebar meetings with CTC leadership. The meeting will take place at the Eglin Conference Center on March 13th and the High Explosives Research and Development Facility conference room on March 14th. Synopsis
5. QUICK REACTION EVALUATION OF MATERIALS AND PROCESSES - Air Force

The primary objective of this program is to provide quick reaction support to the United States Air Force, including but not limited to System Program Offices, Air Logistics Centers, and other Air Force Research Laboratory directorates. Quick reaction support will include component failure analyses; material and mechanical property evaluations, and characterizations of corrosion/erosion behavior related to a wide variety of weapon systems and defense-related applications. This program will also facilitate the transition of emerging materials and processing technologies to aerospace weapon systems and will investigate materials and processing related issues associated with all phases of a system's life cycle from concept refinement through operations and support. It is multi-disciplinary and covers the technology areas of structural materials, electronic materials, corrosion control, protective coatings, materials testing and evaluation, and logistics support for existing and emerging materials and processes.Synopsis

he Environmental Security Technology Certification Program (ESTCP) is the Department of Defense's (DoD) demonstration and validation program for environmental technologies. The ESTCP Office is interested in receiving pre-proposals for innovative environmental technology demonstrations that address DoD requirements as candidates for funding. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). Readers should note that this is an announcement to declare ESTCP's intent to competitively fund demonstration projects as described in the Program Announcement on the ESTCP web site. The U.S. Army Engineer Research and Development Center (ERDC) has issued a Broad Agency Announcement (BAA) for various research and development topic areas. The ERDC consists of the Coastal and Hydraulics Lab (CHL), the Geotechnical and Structures Lab (GSL), the Environmental Lab (EL) and the Information Technology Lab (ITL) in Vicksburg, Mississippi; the Cold Regions Research and Engineering Lab (CRREL) in Hanover, New Hampshire; the Construction Engineering Research Lab (CERL) in Champaign, Illinois; and the Topographic Engineering Center (TEC) in Alexandria, Virginia. The ERDC is responsible for conducting research in the broad fields of hydraulics, dredging, coastal engineering, instrumentation, oceanography, remote sensing, geotechnical engineering, earthquake engineering, soil effects, vehicle mobility, self-contained munitions, military engineering, geophysics, pavements, protective structures, aquatic plants, water quality, dredged material, treatment of hazardous waste, wetlands, physical/mechanical/ chemical properties of snow and other frozen precipitation, infrastructure and environmental issues for installations, computer science, telecommunications management, energy, facilities maintenance, materials and structures, engineering processes, environmental processes, land and heritage conservation, and ecological processes. 8. Safety Assessment of Software Tools Used in Nuclear Power Plants

The U.S. Nuclear Regulatory Commission (NRC) intends to issue a solicitation for a research project intended to develop information useful to the NRC in evaluating proposed applications involving software tool use in design, code generation, design verification and validation, automated testing, and operation in existing and future nuclear power plants, including advanced nuclear power plants, licensed for operation in the United States. NRC seeks to obtain a consolidated reference document that describes existing regulatory guidance, standards, practices and experience concerning review and/or approval of the use of software tools in engineering systems in nuclear and in other industries, in the United States and in other countries. 9. Proposers' Day Conference for the Mobile Hotspots Program - DARPA

DARPA will host a Proposers' Day Conference for the Mobile Hotspots program on February 14, 2012 at System Planning Corporation, 3601 Wilson Blvd, 6th floor, Arlington, VA 22203 from 9:00 AM to 12:30 PM in support of the Broad Agency Announcement (BAA) DARPA-BAA-12-23 (expected to be released prior to the Conference). The purpose of this conference is to provide information on the Mobile Hotspots program; promote additional discussion on this topic; address questions from potential proposers; provide a forum for potential proposers to present their capabilities for teaming opportunities; and, following the Conference, conduct pre-scheduled one-on-one meetings with the Program Manager as described below. The objective of the Mobile Hotspots program is to design, build and test a scalable mobile communications backbone with the capacity and range needed to connect the dismounted warfighter with FOBs, TOCs, remote ISR sources, and fixed communications infrastructure. 10. Dimensions of Biodiversity FY2012 - NSF

The goal of the Dimensions of Biodiversity campaign is to transform, by 2020, how we describe and understand the scope and role of life on Earth. The campaign promotes novel, integrated approaches to identify and understand the evolutionary and ecological significance of biodiversity amidst the changing environment of the present day and in the geologic past. This campaign seeks to characterize biodiversity on Earth by using integrative, innovative approaches to fill the most substantial gaps in our understanding of the diversity of life on Earth. It takes a broad view of biodiversity, and currently focuses on the integration of genetic, taxonomic/phylogenetic, and functional dimensions of biodiversity. Successful proposals should integrate these three dimensions to understand interactions and feedbacks among them. While this focus complements several core NSF programs, it differs by requiring that multiple dimensions of biodiversity be addressed simultaneously, in innovative or novel ways, to understand their synergistic roles in critical ecological and evolutionary processes.
