LLANGUNNOR COMMUNITY COUNCIL
The monthly meeting of Llangunnor Community Council was held in ‘Yr Aelwyd’, Tregynnwr on 21st June 2004, with Cllr D Williams presiding.
Chairman’s announcements.
The Chairman welcomed the Members to the Council’s first monthly meeting following the election. He reported that he had represented the Council at the Breakfast fund raising event held at Ysgol Llangynnwr School and that he would be attending the school sports to present the trophies. He also proposed to attend the WI Summer Fayre.
Co-option of Members
Five individuals had expressed their interest in being considered for the three vacant Council seats and following a ballot, Catherine James, 56 Brynmeurig, Doreen Valentine, 16 Bron y Dre, Tregynnwr and Peter Williams 26 Brynmeurig were co-opted as Members.
General Matters
The Council is in discussion with the County Council to establish a partnership arrangement for the regular cleaning of the new bus shelters in the community.
Cllr HR Davies, Chairman of Llangunnor Park Association presented a report on the consultation being carried out to establish future needs at the park. He reported on the excellent presentation by David Bowen a pupil of Ysgol Llangynnwr School, identifying the kind of facilities that would be welcome by 7-11 year olds. The Association is exploring the possibility of installing a CCTV Camera for the safety of park users and to combat vandalism of the play equipment. Health and Safety matters relating to the park are being addressed and loose stones are to be gathered and cleared away.
Discussions on footway lighting improvements were deferred pending receipt of further quotations from the lighting contractor.
After consideration of responses received to queries raised with the Director of Technical Services of Carmarthenshire County Council, further representations will be made to reinforce the Council’s support for the inclusion of Ysgol Llangynnwr School in ‘The Safe Routes to School’ initiative, ask the County Council to adopt the maintenance of the Park and to introduce measures that will improve the safety of people crossing the road to gain access to the park. Also draw attention to the local petition requesting the introduction of a lower speed limit through the village of Nantycaws and request a pavement along Heol Capel Dewi from Star Cottage to Glan Tywi Lodge.
Council will also refer the poor presentation of the roundabouts near Pibwrlwyd and Safeway Stores to the County Council requesting that both are landscaped and environmentally improved as in their present state, they reflect badly on the Llangunnor community.
At the September meeting Carmarthenshire Tourist Association has been invited to demonstrate the development of a community website. Members noted the kind remarks received from Ysgol Llangynnwr School for the support it receives in general from the Council and in particular for meeting the cost of placing the frame around the Parish Tapestry in the school.
The Police will be requested to deal with an apparent abandoned van in Pensarn the vehicles parked near the entrance to Tregynnwr estate off Rhiw Babell and the buses that regularly park near the mini roundabout at the bottom of Rhiw Babell and along Stevens Way.
Matters that are to be referred to the County Council relate to hedge growth that’s obscuring footway lighting on Heol Login and is obstructing pedestrians on the pavement near Pant Farm, Heol Capel Dewi.
Planning matters: The Council has indicated to the Planning Authority that it would have no objections to the proposed development of a two-storey Office Unit at Parc Pensarn, Llangunnor. It has no objections in principle to an Oval Advertiement Sign at Penymorfa House, Penymorfa Lane, Llangunnor but has conveyed to the Planning Authority that the new name of the property clashes with the name of a neighbouring house.
The Council endorsed the Planning Inspectorate’s conclusions and decision on the appeal by Dixons Stores Group against the refusal by Carmarthenshire County Council to grant planning consent for advertisment signs to the rear, side and front elevations of the Currys and PCWorld Stores in Pensarn.
Council has submitted objections to the Planning Authority relating to the new application for signage to the front elevation of the Currys and PCWorld Stores stating that the new signs are unacceptable on visual amenity grounds and are intrusive to the neighbouring residential properties. The signs to the rear elevation were acceptable to the Council providing the Planning Authority secures agreement that the level of intensity of the illumination comply with national standards and that the hours when illuminated are restricted to the times specified in the Inspectorate Report.
Council noted that planning permission had been granted for the change of use of a part of a field to a garden at Dros y Niwl, Heol Login, Llangunnor.
With reference to new housing developments in Nantycaws, Council will seek clarification on the control exercised by the Planning Authority between granting outline planning approval and the eventual approval of the site layout and the size of the units to be built.
The next Council monthly meeting will take place in ‘Yr Aelwyd’, Tregynnwr, at 7.15pm on Thursday 15th July 2004.
