Public Health Activities
Communicable Disease / Pat reported on communicable disease in Marshall County. / Report filed with minutes
H1N1 Flu Vaccine and Clinics / State vaccine allocations continue to be available but Marshall County is no longer ordering due to abundance of vaccine. Clinics currently held on Mondays through March at the Salvation Army from 3:00 p.m. to 8:00 p.m. Staffing assistance provided by MMSC. Much education to public about H1N1, immunity, safety. 1,100 children still need second dose to develop immunity. More than 15,000 doses of vaccine given to date. Agency is trying to reach the children to give the second dose given barriers in the school system. / Informative
Adolescent Clinics / Adolescent clinics in East and West Marshall School Districts vaccinated 29 students since fall, 2009. Gardasil is now available for males from age 9 through 18 years for Vaccine for Children program to reduce the likelihood of genital warts. / Informative
Seasonal Flu Vaccine and Clinics / 2009 seasonal flu vaccine available in Home Care Plus for $30 per shot and has been available at each H1N1 vaccine clinic. / Informative
Public Health Activities
Community Needs Assessment & Health Improvement Plan / Due February 26, 2011. Two CD’s from Iowa Department of Public Health available for use. Work to begin at local level in April, 2010. / Informative
Lead Task Force / Met December 17, 2009, and reports from Jackie Pippin, East Central Iowa Childhood Lead Poisoning Prevention Program, and Lisa-Marie Garlich, Grant Manager with the city of Marshalltown Housing and Community Developing Lead Hazard Control Program were given. The Lead grant did not receive any funding cuts. The city received $8,000 from the Martha Ellen Tye foundation. / Informative
Coalition for Health / Working with Community Y on Community Health Assessment Initiative. / Informative
Telefriends / Currently Telefriends has eight patients with a total of 31 to date. / Informative
School Audits / 7,607 pre-k through 12th grade students and 422 preschool and Head Start children were audited. / Informative
Dental Audit / Report filed with state. A comprehensive final report is at http://www.idph.state.ia.us/hpcdp/oral_health_school_screening.asp. / Informative
Antivirals / Hy-Vee Grocery Store has stock of antivirals. Approximately 24 prescriptions have been received and filled by Hy-Vee since 11/29/09. Home Care Plus completes entry into IRIS. Hy-Vee is not charging administration fee. / Informative
Modernization of Public Health / Work continues on public health accreditation at the Iowa Department of Public Health / Informative
Bio-Emergency
Bioterrorism / Iowa Department of Public Health applied for Phase IV funding. Marshall County requested $2,000. Marshall County received $1,400 for even split of FY08-09 carryover funds among Region 1 counties. Reminder letters are being sent to parents of children who need second H1N1 vaccination. Letters are in both English and Spanish. / Informative
Bioterrorism Funding Proposal / Meeting between Iowa Department of Public Health Director Tom Newton and representatives of small/medium/large Iowa counties is requested to assure adequate core funding is flowing to local public health level through establishing core funding for each county and to assure adequate per capita funding is available. Tina is on this committee. / Informative
Financial Report
Local Public Health Services
Contract / Numbers reflect across the board reduction in funding from the Local Public Health Services Contract. Two reductions year-to-date total $16,000. Will have revision to financial report—state assisting Agency to move billed activities in Social Services Block Grant to Skilled Nursing/Health Care Aide. Social Services Block Grant will not be spent but that is okay and will be reallocated at the end of the fiscal year. / Report filed with minutes
Home Care Plus Report
1) Agency has been accepted as a Premiere Agency on National QI Initiative of Best Practices. 2) Public Health, Deanna and hospital representatives to present at conference in Mason City this week. Web-based scheduling program has been sold to other public health agencies in the state. 3) Tina provided sick child care update. Mid-Iowa Community Action (MICA) is pursuing the development of a referral data base for people who are willing and able to do sick child care. The possibility of a facility-based sick child care is still being researched.
Old Business
Update to Guidelines for Services – Exhibit A / Contract between the Board of Health/Board of Supervisors and Marshalltown Medical and Surgical Center wording reviewed in relation to referencing a special committee that was removed in Exhibit A. / Tina to work with Rex and Board of Supervisors to update county’s contract with hospital.
2009 Public Health Goals / Evaluation of goals presented to the Board of Health. / Filed with minutes
New Business
Performance Measure FY1o / $470 Performance Measure Incentive for completion of an assessment/evaluation by the Local Board of Health to determine if there is evidence present to support the local criteria listed for each governance standard. Discussion that accreditation is voluntary and the state will review the performance measure to gauge where counties are currently at in relation to the standards. / Pat to complete assessment/evaluation and present to Board members for approval.
FY10 Local Public Health Services Contract Amendment #2 / FY10 Local Public Health Services Contract Amendment #2 decreased our contract by $12,136. Total contract amount is now $149,187. / Informative
Board Member Code of Ethics / Annual review of Board of Health Member Code of Ethics. / Each member’s signed Code of Ethics on file in MMSC Home Care Plus
2010 Iowa Governor’s Conference on Public Health / Invitation to all Board of Health members to attend the 2010 Iowa Governor’s Conference on Public Health April 13th and 14th in the Scheman Building at Iowa State University. / Informative
