CALLED MEETING

August 30, 2017

August 30, 2017 Called Meeting:

Call to Order: Chairman Usry called the meeting to order at 8:00 a.m.

Roll Call: Commissioners Deering, Smith, Human, Filice and Chairman Usry were present. Also present was County Manager Byron Lombard.

Consideration of Resolutions Establishing and Amending Special Tax Districts: The Commissioners received background information that the resolutions for the tax districts for recreation and library services needed to be amended to reflect the jurisdictions in which the tax districts are intended to apply based on intergovernmental agreements. The Commissioners also received background on the need to adopt tax districts for animal control, building inspection, code enforcement, and planning and zoning. However, the County Manager noted that the millage rate for said districts is zero. Commissioner Smith then asked which cities agreed to the intergovernmental agreements, and County Manager Lombard noted that all five cities except Union Point agreed to the Recreation intergovernmental agreement and Greensboro, Siloam, and Woodville agreed to the Library intergovernmental agreement. Commissioner Human motioned to approve Resolution Numbers 2017.8.30(a) and 2017.8.30(b) amending the Recreation and Library Special Tax Districts, and Resolution Numbers 2017.8.30(c), 2017.8.30(d), 2017.8.30(e), and 2017.8.30(f), establishing special tax districts for animal control, building inspection, code enforcement, and planning & zoning, and to waive the reading of the Resolutions. Commissioner Filice seconded. Motion carried unanimously.

Consideration of a Resolution Establishing Millage Rates and Fees for the 2017 Tax Digest for all Tax Districts: The Commissioners received background information that all necessary legal steps have been completed to allow the Board to establish all millage rates. Commissioner Smith motioned to approve Resolution Number 2017.8.30(g) that establishes millage rates and fees for all tax districts for the 2017 Tax Digest, and to waive the reading of the Resolution. Commissioner Deering seconded. Motion carried unanimously.

Consideration of a Resolution to Adopt the Fiscal Year 2018 Budgets: The Commissioners received background information that the budget process is complete and all necessary legal steps have been completed to allow the Budgets to be adopted. Chairman Usry noted that the Commissioners were provided with updated detail for the EMA budget. Commissioner Filice motioned to approve Resolution Number 2017.8.30(h) adopting the Fiscal Year 2018 Budgets for all Funds of the County, and to waive the reading of the Resolution. Commissioner Human seconded. Motion carried unanimously.

Consideration of a Resolution Appointing a TEFRA Public Hearing Officer: The Commissioners received background information that a TEFRA hearing is required for the bridge loan financing that Lake Oconee Academy is undertaking to build its next phase, and that due to federal requirements, the Board of Commissioners has a role in ensuring that a TEFRA hearing takes place. Attorney Dick Schmidt has typically served as the hearing officer in the past, and he agreed to serve in the same capacity for this TEFRA hearing. Commissioner Human motioned to adopt Resolution Number 2017.8.30(i) regarding the appointment of a TEFRA Public Hearing Officer, and to waive the reading of the Resolution. Commissioner Deering seconded. Motion carried unanimously.

Adjournment: There being no further business, Chairman Usry adjourned the meeting at 8:12 a.m.
