1.1 Welcome and introduction of new Chair.
1.2 Review of previous minutes
o Notes from the previous workshop are on the website.
o BOND DRR WG to review the ongoing progress of the joint DEC/BOND Working Group on DRR Standards.
1.3 Permanent Agenda Items
§ Feedback from ISDR Davos by Nick Hall of Plan International
o It was a large international conference with 1000 delegates and numerous papers presented by young academics.
o The next one will be held in a years’ time, in Beijing.
o The conference was divided into themed days, for example environment, gender, security.
o From an NGO perspective the focus on (formal & informal) education and disasters was useful.
o A UN platform is active on promoting education and disasters to ministries of education, to put disasters on the curriculum.
o Look at the education section of the ISDR website.
o Concluding declaration: important to have counselling for children.
o www.riskred.org – website pulling together educational resources that were previously unavailable. There are also informal educational resources children post-disasters.
§ Feedback from activities relating to International Disaster Prevention Day from IFRC
o Federation in New York giving joint press briefing on promoting DRR and ISDR.
o Given space on website for extra ISDR reading.
o Christian Aid produced t-shirts with messages about DRR, produced folders/materials to hand out, and ran a school competition.
o Latin American school competition was launched for DRR.
o In all, very little was done for IDPD. Discussion as to whether next year the group should focus on a collaborative attempt to raise awareness, hold activities etc? Or continue as individuals? Is there any value in writing a group statement?
o Item on agenda in the build up for next year: does the group want to take it forward as a group? Action: Make the IDPD an item on the BOND DRR WG agenda 6 months in advance of the next one.
§ Feedback from Standards Working Group by Phil Buckle
o Revisited July discussions.
o Standards looking at key issues.
o Outputs: working/guidance notes etc.
o Hyogo framework provides multi-framework.
o Need to incorporate Climate Change and Adaptation.
o Phil to draft proposed ToR’s for people’s comments by Jan 07.
o He showed the discussion paper to colleagues working in the area who raised questions over the definition of ‘recovery’.
o What are the key concepts in the field of setting standards? To be given 30 minutes in the next meeting (February) or email Phil with your input.
o Initiative to look at the DRR standards.
o Question as to how much we should incorporate post-disaster situation?
o DEC focus is on recovery.
o OCHA(?) developed initiatives for section 5 of the Hyogo framework. Copies to be distributed around the group.
o Developing standards: need to look at existing codes and standards, and investigate who else is working in the area.
o Another meeting in one month would be useful – Phil to email possible dates with the ToR’s.
o Feed into Phil any other standards, initiatives so that we do not recreate the wheel.
§ Feedback from DFID DRR Working Group
o 6 agencies (Tearfund, Plan, Christian Aid, Red Cross, Action Aid, Practical Action) funded by DFID to work together, particularly on M & E.
o These agencies have pooled their funds to get consultants to define community based indicators set against the Hyogo Framework.
o Put ToRs up on the BOND working group website. Action: Oenone/Nick
o The agencies have employed two consultants (John Twigg and Jo Beale).
o The idea is to come up with indicators for people trying to monitor DRR work.
o First task: to analyse the Hyogo gaps on empowerment and preparedness.
o The focus will be on what/where the gaps are between vulnerability in the DRR context.
o Should have the outputs by July.
o There will be an update on this for the next 4 meetings at least.
o Share it formally among the BOND DRR group. Useful for John Twigg.
§ Update on DRR Research, Advocacy and Policy issues from Sarah La Trobe
o Current initiative on donor policy and progress on DRR.
o In 2003 there was research and a conference. In the interim targets and indicators have been developed.
o 10 agencies have agreed to use frameworks to measure progress with mainstreaming.
o Produce draft report of findings in January then get more donors and governments to get on board with the aim of expanding by June. Report to be presented at the ISDR Global Platform in June.
o ISDR are happy to support and take on more as their own work package.
§ Attendance on COP 12 in Nairobi from Sarah La Trobe
o 7 organisations signed up to the paper to be used to as a lobbying tool and to be presented to governments.
o CAN (Climate Action Network): good meetings to catch-up.
o Feedback at meeting of COP from DRR perspective.
o World Disasters Report is launched on the 14th December.
§ A.O.B a) International Development Select Committee from Marcus Oxley
o The report was strong on DRR: more investment, more governments to support the work.
o A public press statement was released 02/11/06 based on the report.
§ A.O.B b) US Inter Action Working Group
o BOND is being used as a model in the US, as they are starting their own working group on DRR.
o They want to form links/liaisons, for example mailing lists, downloads etc.
o In the long-term there is more mileage for linking the 2 networks.
§ A.O.B c) ECB Survey
o Warner Passanisi was not able to attend but asked to circulate the ECB survey, which is a summary of the current situation and questions of how to take the synthesis of the survey forward.
o They aim to hold workshop in the UK as the initial survey didn’t capture everything the NGOs are doing so it is being broadened.
2.1 Refresher on Group’s ToR’s
o ToR’s were re-circulated.
o Concern and World Vision have nominated themselves to discuss being the co-ordinator. Action: Oenone to follow through with discussions with World Vision and Concern
2.2 Group agreement on themes and locations for next 3 meetings
o Suggested themes were:
– Lessons learnt (case studies; TEC report)
– Policy development
– Good practice
– Process of measuring impact on projects
– Common advocacy strategy
– Climate change (definitions; practical & programmatic aspect; joint coalition with development environment group)
o Oenone and co-ordinator to debate with other agencies and come up with an outline for the next 3 meetings.
o If anyone knows somebody they would like to present at BOND, please feedback to Oenone/group.
3.1 Meeting Theme – representation and co-ordination

Future meetings (held on the first Thursday of the month from 2-4pm) will be held at the following:

3.2 ISDR Global Network of NGO’s
o Oenone did a presentation on the ISDR Consultation to develop a Global Network of DRR NGOs (presentation separately displayed on website)
o Conclusions from the resulting discussion was that the best contribution the British NGOs could so was to ensure that the “UK National Platform for DRR” was a truly multi stakeholder forum which incorporated external global perspectives on DRR as well as UK centric ones.
o Letter regarding Multi Stakeholder Forum relating to HFA
o Refer to House of Commons report and cc DFID
o Take advice on who to direct the letter to
o German Platform as an example of good integration between national and international
o Action: BOND to find original letter
o Bilateral Advocacy – common position
o Request government to follow through on its HFA commitment despite not seeing the need
o Rationale behind why it is not of value
o BOND DRR debate on what we see as the value of a national platform
o ISDR to come and give examples of National Platforms in donor country at next meeting(s)?
o Action: Marcus to draft letter
