ROLE PROFILE

TITLE: Health, Nutrition & HIV/AIDS Director
TEAM/PROGRAMME: Health, Nutrition & HIV/AIDS / LOCATION: Dhaka, Bangladesh

CHILD SAFEGUARDING:
Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive).
ROLE PURPOSE:
The role purpose is to have strategic oversight of health, nutrition and HIV programmes, to ensure that they are addressing the most critical issues for children and their families, to ensure the quality of existing programmes, to build Save the Children’s portfolio in these areas, and to ensure that advocacy measures relevant to health, nutrition and HIV are delivered in a timely and appropriate manner to the right audiences. The role holder will also look for options for programme integration with other thematic areas and implement Global Initiatives. She/he is also responsible for donor and GoB liaison.

KEY AREAS OF ACCOUNTABILITY:
Programme Development
·  Oversee the design and approval of a high quality country health, nutrition and HIV/AIDS strategy in-line with the objectives of the SCI global strategy.
·  Develop funding strategies and grant proposals to ensure adequate resources are secured for programme activities from both grants and the private funds of SC members. This will include continuously identifying strategic leads and concepts, which can be designed into programs/projects that contribute to the overall strategy of the country programme.
·  As a member of ESMT coordinate and work with other thematic programs and cross-cutting themes to improve overall quality of programmes and contribute towards collective learning of Country Office.
Programme Management
·  Direct line management supervision of COPs/Project Managers/Directors overseeing specific Health, Nutrition & HIV/AIDS projects/programs.
·  Support to relevant staff members of Save the Children and partners to implement programmes and provide leadership in SCI role as lead on the Global SCI Initiatives.
·  Ensure that Save the Children complies with donor requirements at all levels of each project.
·  Ensure that there is an effective system for monitoring and data collection and analysis. This includes development of necessary monitoring tools and orientation and capacity building of staff and partners.
·  Ensure evidence of impact of for all interventions rigorously maintained.
·  Lead in the development of a planning cycle for the sector programme, including annual, quarterly and monthly planning as well as the follow-up of monthly work plans. Review project reports and ensure timely reports to donors and headquarters
·  Build the capacity of staff and partners in project management, policy work and health advocacy.
·  Develop new proposals for funding and projects to expand the current projects and ensure diversification and quality of health, nutrition & HIV/AIDS programmes.
·  Develop and implement strategies to promote gender balance and inclusive health and nutrition practice in health service provision in all project areas.
·  Ensure meaningful participation of children and community in programming.
·  Maintain professional relationships with relevant Ministries, Government departments, Professional Associations and Academic Institutions.
·  Ensure the effective control of financial, in-kind and other resources.
·  Respond as necessary to emerging emergency situations to provide emergency health and nutrition interventions in line with international standards.
Programme Quality
·  Mobilize internal and external capacity building opportunities and resources to ensure technical knowledge management within the team and provision of high quality technical assistance to program implementation team.
·  Ensure relevant capacity building opportunities for the implementation team. This may include facilitation of workshops or the arrangement of external facilitators to visit the field. Help conduct good quality workshops and ensure that important issues arising from all workshops are documented and reflected and addressed within the project and in new proposals to donors.
·  Initiate program learning across all health, nutrition and HIV/AIDS projects with a focus on identifying best practices; creating evidence for advocacy; and promoting coherence among all health/nutrition programs and cross sectoral linkages.
·  Continue to ensure gender mainstreaming during program design and implementation.
·  Assist in the development of Design, Monitoring Evaluation and Accountability (MEAL) tools and methods and establish an effective MEAL system and guide implementation team to use these tools and methods.
·  Build the capacity of the project MEAL teams to ensure that they support implementation team to make informed management decisions using MEAL data to maximize use of resources for positive and sustainable outcomes for children.
Reporting and Documentation
·  Ensure that all donor reports required by Save the Children are produced on time and are of a consistently high quality
Research and Organizational Learning
·  Identify and carry out operational research related to all aspects of health, nutrition & HIV/AIDS- child survival, maternal/newborn health, malnutrition etc.
·  Ensure that relevant technical materials are made available and that appropriate dissemination takes place throughout the Country Office
·  Ensure that Save the Children's regional and global experience is reflected in our program
·  Share the CO's experience and organizational learning with other field offices as well as with relevant organizations over the globe.
Human Resource management and development
·  Support in hiring, managing and providing guidance to all staff in the sector through team and relevant staff
·  Provide management leadership in developing and updating organogram for ensuring effective management and supervision.
·  Establish, build and nurture effective teamwork within the sector both at CO and field level and ensure a cohesive workplace environment for optimum staff retention.
·  Supervise team and provide necessary guidance to ensure that program targets are met.
·  Create opportunity for staff development in coordination with HR, field areas and SMT.
Representation and Networking
·  Ensure that Country Office has effective and appropriate representation on national, regional and international related fora and participates/contributes to conferences, workshops and meetings that will enhance our programs.
·  Coordinate with other agencies to find avenues for strong collaboration on common health, nutrition & HIV/AIDS program issues.
·  Establish and maintain good relationships with government ministries and departments, UN agencies, and NGOs involved in the sector, and actively participate in coordination meetings.
·  Represent SC in the Regional and Global Program Learning Group (PLG) meetings
·  Correspond and coordinate with other organizations on health issues to share a voice in the formulation of policies
General
·  Participate in ESMT meetings and attend other meeting both within and outside SC and represent SC whenever requested by the Supervisor
·  Respond to natural disaster or emergency anywhere in Bangladesh serving as Health, Nutrition & HIV/AIDS point person, if deployed.
·  Carry out any other assignments requested by the Supervisor

QUALIFICATIONS AND EXPERIENCE:
Essential:
·  Significant demonstrated experience in providing high quality technical advice in health, nutrition & HIV/AIDS programmes for children
·  Minimum 5 year’s experience in a senior management position.
·  A commitment to children's rights and an ability to provide leadership in this area.
·  Experience in managing health related significant grants especially with USAID and/or GFATM.
·  Experience with strategic planning process.
·  Experience of working effectively with partner organisations.
·  Excellent donor relations.
·  Demonstrable competence in training, monitoring and evaluation, policy review and formulation, proposal and report writing.
·  Experience in the NGO sector.
·  Fluency in written and spoken English.
