March 23, 2017

The regular meeting of the Board of Road Commissioners was held at their office at 500 Huron Street on Thursday, March 23, 2017 at 4:30 p.m. Present: Chairman Burtch, Vice Chairman Halstead, Commissioner Summers Absent: None Administrative staff present: Managing Director Donald A. Babcock, Clerk of the Board Verna M. Meharg. Public attending: Ron Larson, Hailey Halstead, and Diane Burtch

It was moved by Vice Chairman Halstead and supported by Commissioner Summers to approve the Board Minutes of March 9, 2017 as presented. Roll call: Burtch yea, Halstead yea, Summers yea

Payroll Voucher #06 in the amount of $62,155.69 was moved to pay by Vice Chairman Halstead and supported by Commissioner Summers. Roll call: Burtch yea, Halstead yea, Summers yea

Accounts Payable Voucher #13 in the amount of $152,951.07 was moved to pay by Vice Chairman Halstead and supported by Commissioner Summers. Roll call: Burtch yea, Halstead yea, Summers yea

PUBLIC COMMENTS: Ron Larson asked questions regarding maintenance of Old 27 and S. Grayling Raods. Also wanted to discuss his Worker’s Compensation case and was told the Board could not and would not discuss this with him as the case needed to be discussed between attorneys.

OLD BUSINESS:

·  City of Grayling Income Tax – Managing Director Babcock spoke with City Manager Doug Baum and they will honor the 11% for the Road employees however, they can do longer remove wages for vacation, sick, holiday etc as is would be against the Income Tax Law of 1964

·  23-A Crushed Gravel – It was moved by Vice Chairman Halstead and seconded by Commissioner Summers to award the bid to Haliday Sand & Gravel. Roll call: Burtch yea, Halstead yea, Summers yea.

·  Grant Award for Four Mile Road Project notice

NEW BUSINESS:

·  Asphalt Paver – Managing Director Babcock discuss the need for an Asphalt paver and that they have already went and took a look at it. After more discussion It was moved by Vice Chairman Halstead and supported by Commissioner Summers giving authorization to purchase the Asphalt Paver for $19,000. Roll call: Burtch yea, Halstead yea, Summers yea.

·  Permission to Bid: Chip Seal – It was moved by Vice Chairman Halstead and seconded by Commissioner Summers to advertise for Chip Seal bids. Roll call: Burtch yea, Halstead yea, Summers yea

·  Permission to Bid: Bituminous Base Crushing – It was moved by Vice Chairman Halstead and seconded by Commissioner Summers to advertise for Bituminous Base Crushing bids. Roll call: Burtch yea, Halstead yea, Summers yea

·  Permission to Bid: Roadway Surfacing – It was moved by Vice Chairman Halstead and seconded by Commissioner Summers to advertise for Roadway Surfacing bids. Roll call: Burtch yea, Halstead yea, Summers yea

CORRESPONDENCE:

·  Arauco – Ground Breaking Ceremony April 12, 2017 at Forest Dunes Golf Course. Board member swould like to attend and will post special meeting notice

·  Cost of Completed Tandem Truck. Looking at getting another truck later in the year

·  City of Grayling – Trailhead & Trail Connector Project support Letter

·  Revised Estimated Distribution Schedule for MTF by County

MANAGING DIRECTORS COMMENTS:

·  We have begun clearing and brushing on Four Mile Road

COMMISSIONER COMMENTS:

·  Commissioner Summers received a phone call from a woman on Billman Road regarding some large pot holes. Will Advised the crew

·  Chairman Burtch complimented the Road Crews on the condition of the Roadways

There being no further business, Meeting was adjourned at 5:12 p.m.
