2.  THIS WORKSHOP HAS BEEN ADVERTISED IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT. NOTICE WAS SENT TO THE COAST STAR AND ASBURY PARK PRESS, AND POSTED ON THE BULLETIN BOARD IN THE MUNICIPAL BUILDING

3.  FIRST VOICE OF THE PUBLIC—AGENDA ITEMS ONLY

·  Joseph Hodl, Beverly Avenue – Mr. Hodl wanted to commend the Council on the fire district budget cuts. He wanted this trend to continue on other budget items. Mr. Hodl wanted to downsize the Beverly Avenue sidewalk project. He reiterated his reasoning behind the elimination of sidewalks from this project. He wanted to be sure that the Governing Body had a copy of all the items in the Beverly Avenue file.

·  Sharon Batteau, 1719 Beverly Avenue – Ms. Batteau spoke to the petition that was circulated by the school in support of sidewalks. She wanted the street to be closed during dismissal, which she felt would address the safety issue.

4.  DISCUSSION OF 2008 UTILITY BUDGET DRAFT

·  Councilwoman Cindea asked a question regarding the insurance line items in the Utility Budget. CFO Lapp responded and explained the apportionment of this line item.

·  There was a discussion on the Utility Budget surplus and what could possibly be transferred to the Current Fund budget.

·  Councilwoman Kegelman asked what level Ms. Lapp would be comfortable with; Ms. Lapp answered that a conservative estimate would be $100,000.

·  There was a discussion on the lights at the public works yard; the Mayor asked Chief Steets to review this with Mr. Herner.

·  Councilwoman Cindea asked about legal and engineering in the Utility Budget. Ms. Cindea asked a variety of questions related to the Utility Budget. Ms. Lapp answered a variety of questions from Governing Body members. The Governing Body was looking to reduce the Utility Budget further; it was discussed and it was decided that it would be referred back to Mr. Herner for further review.

·  Councilwoman Kegelman brought forth concerns from the recent career day at the school. The children were concerned about graffiti at Allaire Road, maintenance of the basketball courts, and the availability of bathrooms. Ms. Kegelman felt that this was a disservice; Kat Crippen noted that those types of expenses could come from the Recreation trust fund.

5.  DISCUSSION OF 2008 CURRENT FUND BUDGET DRAFT

·  There was a line by line discussion of the Current Fund Budget; some lines were reduced and some were increased.

·  There was a discussion of salary and wage considerations; Ms. Cindea asked for an increase in the salary and wage adjustment line item.

·  There was a discussion of the pension deferral program and where the Governing Body wanted to go for this year. Governing Body members weighed in on their respective opinions; the majority of Governing Body members present were not in favor of the deferment. The Mayor was going to speak to Councilman Brennan to ascertain how he felt about that option. The CFO pointed out that the Resolution for pension deferral would have to be on the Governing Body's next agenda and she would have to start working with bond counsel to get started on that program.

6.  DISCUSSION OF BEVERLY AVENUE PAVING/SIDEWALK PROJECT

·  The Mayor discussed the Beverly Avenue project including the various options for Beverly Avenue. She wanted a vote on what to do with Beverly Ave on the

·  Sharon Batteau, 1719 Beverly Avenue – Ms. Batteau spoke to the issue of the right of way on Beverly Avenue. She spoke to the present day effects of the law.

·  Joseph Hodl, Beverly Avenue – Mr. Hodl encouraged the Governing Body to look at the opposition file. He felt that he was gratified that the Governing Body was considering all options.
