5. Police Report

7. To sign as a correct record Minutes of previous meeting.

The minutes from the 16th November Parish Council meeting and the 28th November Extraordinary Parish Council meeting were signed as true representations by Cllr. M. O’Neill and returned to the Parish Clerk

8.Matters arising from the Minutes not elsewhere on Agenda

8.1HDC Local Plan Consultation: Submissions have been made on behalf of the Parish Council reflecting the concerns of the residents and those of the Parish Council raised during the meetings of the 16th and 28th November.

As part of the HDC consultation an argument has been submitted challenging the HDC designation of Great Broughton as a “Service Village”.

HDC are also consulting on “Settlement Character Assessment”. The Parish Council are reviewing the document with the intention of making a submission on the establishment of “Green Space” within the settlement boundaries and the identification of “sensitive sites”. Further discussions will take place at the next meeting. The consultation window closes at the end of January.

8.22017/2018 Budget

The 2017/18 budget proposals were discussed. Cllr. Mr. M. O’Neill will amend the budget items based on the discussions and circulate to the Councillors.

8.3.Agree 2017 Meeting Dates

The dates of next year’s meetings were agreed as follows: January 9th, February 20th, March 13th, April 10th, May8th, June 12th, July 17th, September 18th, October 16th, November 6th, December 11th. The meetings will begin at 7pm. Parish Clerk to inform the Village Hall Caretaker of the dates and times of the meetings and to put the dates on the website.

8.4 Beck Project Update:Work will now not begin on the Beck until the beginning of January. In the meantime, thebank support bundles are being prepared off site.

8.5 Trod Traffic Restriction Consultation: It was agreed that the Parish Council supported the restriction and an e mail will be sent to NYCC confirming this.

8.6 Millennium Wood Update:Cllr. Mrs. H. Eldabe had sent an E mail to the Woodland Trust on the 13.12.2016 expressing the Parish Councils concern that despite numerous requests the paths did not appear to have been cut or maintained up to the 11.12.2016. There have been complaints that thistle growth is making the path inaccessible to children during periods of the year.

8.7 Ings Lane Update: There had been no further updates from the HDC Councillor’s. Parish Clerk to contact both Councillors and ask what feedback they had received from their discussions on this subject.

8.8 Road Improvement Feedback: The issue of the HGV restriction order on the Helmsley to Stokesley Industrial Park route and the improvements to the High Street mini roundabout junction has again been pressed by Mr Dulku and again been rejected by the NYCC Highway Authority, this time after discussion with the Police.

9. Correspondence

9.1 Parish Precept – Arrangements for the Financial Year 2017/18: The precept submission for 2017/18 will be sent to HDC before the end of December 2016.

12.Play Area

12.1 ROSPA Inspection: The resurfacing of the play area was discussed. ROSPA will be contacted and asked to provide advice on a suitable all weather surface.

12.2 Bi Weekly Inspection: The inspections have taken place and a record maintained.

13. Finance and External Audit

13.1The Current account balance is £18,153.65. This is made up of £4,000 award from NYCC towards the Beck project, £11,204.91 Contingency fund, and £2948.59 current account. 7 cheques were signed in this period totalling £775.87. These were as follows:

14. Any Other Business

The Parish Council would like to offer thanks to Cllr. Mrs. H. Eldabe for sourcing the Christmas Tree and to Julian Brown, Harry Trotter, Mike Sterling, Geoff Lamb, and Michael O’Neill for helping to erect the tree.

Thanks also to Mr and Mrs Aspery for supplying the electricity for the lights on the Christmas Tree.
