MINUTES OF STUDY COMMITTEE MEETING ON OPERATIONS, MAINTENANCE AND DEVELOPMENT OF POWER SYSTEMS

OUAGADOUGOU, Burkina Faso12-14th March 2008

The fourth meeting of the Study Committee on Operations, Maintenance and Power Systems Development took place on 12-14 March 2008 at Sofitel Hotel, Ouagadougou, Burkina Faso.

1- Adoption of the minutes of the last meeting

The minutes of the last meeting had been circulated in Abidjan Cote d’Ivoire, during the Scientific Committee meeting. No objection had been received on the accuracy on the content of the minutes.

2 – Review of Committee reports

Members of this study committee indicated that progress to meet the tasks which had earlier been agreed to, in preparation for the 16th UPDEA Congress in Nairobi, Kenya were behind schedule; firstly due to the postponement of the Scientific Committee meeting which was due to be held in Tripoli, Libya. The Study Committee had requested through the UPDEA Secretariat to enter formally into requests for members to sponsor a workshops for SC1. All efforts had been fruitless. The Study Committee was now tasked with completing the tasks that had been set up.

  • 2.1Study Group I led by KenGen had the following objectives:

Completion of the Africa grid map, which was an activity from the previous period but was not completed owing to constraints of having all the various maps from the African Power Pools. This activity was led by ESKOM.

Repeated requests through the Secretary General of UPDEA for the grid map of Central Africafrom the Central Africa Power Pool, CAPP, to complete the Africa Grid Map were fruitless; this was the only submission remaining to complete the map. However UPDEA had now, at this meetingsubmitted hand drawn maps the isolated transmission systems in Central Africa. This information was then to be used to complete the Grid Map. The accuracy of the information of the Central Africa grid map was as given by UPDEA Secretariat. A final map was to be circulated for comment by the end of April 2008. The Study Committee further suggested that additional information should be provided to support the map such as installed capacity for each country; planned generation and transmission network.

  • Strategy of development of generation/transmission in the perspective of interconnected systems. This activity is led by SONELGAZ.

SONELGAZ reported that the information will be ready by end of April 2008.

It is noted that KenGen was not available at this meeting and had not taken the leadership of this task.

  • 2.2 Work Group 2 to be led by Senelec with the following activities;
  • Operational guidelines for interconnected systems. This activity is being led by Senelec/ESKOM. The Operational guidlenes has been prepared and had to be translated into English and was expected to incorporate SAPP guidelines which was to be provided by SNEL.
  • Guidelines for best practices of operation and maintenance of electrical power systems. This activity is led by ECG/CIE.The member from CIE has indicated that the preparation of the guidelines was in progress and will be ready by the end of April 2008.

3. The theme for the 17th UPDEA Congress

A workshop had been proposed before the 16th Congress, but this had proved to be not feasible due to time constraints.
