1-Year Variance (filed August 1, 2008) from District Rules 10(a) and 10(b) and Rule 69.4.1(d)(1), pertaining to District Permit Application No. 986439, involving a non-permitted emergency backup generator that cannot meet emission standards, used at a public fire protection facility located at 28234 Lilac Road, Valley Center, CA 92082.

ACTION: WITHDRAWN BY APPLICANT: OCTOBER 7, 2008

4244 AIR POLLUTION CONTROL DISTRICT, COUNTY OF SAN DIEGO: Requests Order for Abatement (filed August 14, 2008) against TURBINE COMPONENTS, INC. involving an unpermitted thermal spray coating operation using compounds containing chromium and nickel an unpermitted cold solvent cleaner, located at 8985 Crestmar Point, City and County of San Diego, California, 92121. The requested Order for Abatement is not intended to act as a Variance. The District in this Petition seeks an Order for Abatement requesting Respondents to cease violating District Rules, Sections 93101.5(c)(3)(A)(1), 93101.5(c)(3)(A)(3), 93101.5(c)(3)(B), 93101.5(c)(3)(D), and 93101.5(c)(3)(E) of the Airborne Toxic Control Measure to Reduce Emissions of Hexavalent Chromium and Nickel from Thermal Spraying, 17 C.C.R. § 93101.5. Order of Abatement requested until owner/operator of business obtains from District permission to operate in accordance with District Rules and 17 C.C.R. § 93101.5.

4246 JOE McKAY (AMERICAN MEDICAL RESPONSE): Requests for a Regular One-year Variance (filed August 29, 2008) from State ATCM 17 CCR 93115.6(b)(3) and Condition 1 of Permit No. 982766, involving an emergency back up diesel powered generator, used at an emergency/first responder/ambulance transportation and dispatch company located at 8808 Balboa Avenue, #150, San Diego, CA 92123 in excess of the annual testing and maintenance limitation.

ACTION: GRANTED WITH CONDITIONS

4249 AIR POLLUTION CONTROL DISTRICT, COUNTY OF SAN DIEGO: Requests an Order of Abatement (filed September 24, 2008) against BASSAM RADWAN dba TOP TUNE; BASSAM RADWAN dba AMENA TOP TUNE; DOUGLAS WILTSIE dba ENVOY AUTO BROKERS; and WAIL RADWAN dba AMENA TOP TUNE, involving a motor vehicle and mobile equipment refinishing operation located at 9215 Birch Street, Spring Valley, CA 91977. Respondents are in violation of District rules. The requested Order for Abatement is not intended to act as a Variance. The District in this Petition seeks an Order for Abatement requesting Respondents to cease violating District Rules and prohibiting Respondents from operating a motor vehicle and mobile equipment refinishing operation at any location in the County of San Diego without permission from the Air Pollution Control District.
