Brief Background:

The DVRN works collaboratively to promote practices and strategies to improve our nation’s response to domestic violence and make safety and justice not just a priority, but also a reality. DVRN member agencies ensure that victims of domestic violence, advocates, community-based programs, educators, legal assistance providers, law enforcement and court personnel, health care providers, policy makers, and government leaders at the local, state, tribal and federal levels have access to up-to-date information on best practices, policies, research and victim resources.

The DVRN includes two national resource centers, four special issue resource centers, three culturally specific Institutes, and the National Domestic Violence Hotline.

In an effort to streamline measuring the reach and impact of the DVRN’s work, the member organizations have been engaged in discussions for the past year and have decided to secure expertise to develop a collaborative and dynamic evaluation tool.Each organization has identified desired outcomes measurement on a very basic level.

Scope:

The NRCDV seeks an evaluationconsultant to accomplish the following tasks:

  1. Facilitate open and thought provoking discussions with each member organization to acquire a clear understanding of the individual evaluation needs. Conversations in the areas of outcomes, impact, reach, and evaluation informed organizational learningis recommended.
  2. Synthesize collected information to guide development of common measures of reach and impact that are applicable to the DVRN as a whole and individually to each organization
  3. Assess current evaluation measures and tools to inform the development of a robust and responsive evaluation tool
  4. Integrate the evaluation development process with theindividual and collective goals for social change and recommend appropriate improvements

Approach to project:

Respondent’s proposal must include the following:

  1. Describe your general approach to working with the DVRN on this project and your expectation from each member of the DVRN. Outline the process you will use to develop the evaluation tool
  2. Describe your methodology to be used and your approach to the deliverable
  3. Provide a detailed timeline for the proposed project including start and end dates, and proposed phases or steps in implementation of the project
  4. Include a detailed description of the deliverable
  5. Provide written guidance on implementing the evaluation tool

Qualifications/ Experience:

The respondent should demonstrate their ability to implement the project and need to include the following:

  1. Provide a summary of your experience in developing evaluation tools, guiding organizations through a process outlined in the scope of work, and working with advocacy organizations and social change movements
  2. Describe your capacity and capabilities for the proposed project including examples of similar work
  3. Identify all personnel that will be assigned to the project with a summary of their qualifications. Identify the lead/primary contact for the project
  4. Provide any additional information that would support your qualifications and experience for the proposed project.

Proposal Content:

All proposals are to include the following:

  1. Complete contact information with address for the respondent
  2. Detailed responses that addresses the scope, approach to project and qualifications
  3. A line item budget that details all costs related to the project
  4. List of threereferenceswith contact information for whom the respondenthas provided similar services
